--- Project Description ---
The incumbent will act as Lead Systems Architect for the DOT
Transportation Safety Management and Operations (TSMO)
Technology Program providing the strategic vision and
overarching blueprint for how Information Technology (IT) and
Operational Technology (OT) systems and capabilities will align
with and enable the organization's business strategy.
responsible for designing, developing, and overseeing the
implementation of secure, resilient, and integrated technology
solutions that bridge the gap between Information Technology
(IT) and Operational Technology (OT) within transportation
systems. This role is pivotal in ensuring that the underlying
technology infrastructure effectively supports the complex
needs of modern transportation management and operations,
from traffic control and public transit to logistics and
infrastructure monitoring.

--- Day-to-Day Tasks ---
1. Architectural Design: Develop high-level and detailed technical
architectures for IT/OT converged transportation systems,
ensuring scalability, reliability, security, and interoperability.
2. Technology Evaluation and Selection: Research, evaluate, and
recommend appropriate technologies, platforms, and solutions
that meet the specific requirements of transportation IT/OT
convergence.
3. Integration Strategy: Define strategies and blueprints for
integrating disparate IT and OT systems, including data flow,
communication protocols, and security mechanisms.
4. Security Integration: Embed cybersecurity principles and best
practices into the architecture from the outset, ensuring that
security is a foundational element of the converged
environment. This includes designing for network
segmentation, access control, and threat detection.
5. Performance Optimization: Design solutions that optimize the
performance and efficiency of transportation operations
through effective data utilization and system integration.
6. Stakeholder Collaboration: Work closely with business
stakeholders, operational teams, IT professionals, OT
engineers, cybersecurity experts, and vendors to understand
requirements and translate them into technical solutions.
7. Provide technical guidance to project teams throughout the
lifecycle of solution development and implementation.
8. Proof of Concepts (PoCs) and Prototypes: Lead the
development and execution of PoCs and prototypes to validate
architectural designs and explore innovative solutions.
9. Documentation: Create comprehensive architectural
documentation, including diagrams, specifications, and design
rationales.
10. Standards and Best Practices: Ensure that all designs adhere to
relevant industry standards, best practices, and regulatory
requirements for transportation and critical infrastructure.
11. Future-Proofing: Design solutions that are adaptable to future
technological advancements and evolving operational needs

--- Required Qualifications ---
" 84 months of experience with IT Architecture including Enterprise
Architecture frameworks, CyberSecurity, Integration technologies
and IT infrastructure.
" 84 months of experience with IT/OT Convergence in the
Transportation industry, Networking protocols, IoT in
transportation, CyberSecurity and Real-Time systems.
" 72 months of experience with transportation management systems,
traffic control, public transit operations, logistics, or related
infrastructure; operational processes such as traffic management,
emergency response.
" 60 months of experience with architecting and delivering mission-
critical IT and OT projects preferably in the transportation sector.
" 60 months of experience working with technology vendors and
evaluating their IT and OT solutions specifically in the
Transportation Industry.
" 60 months of experience in incorporating robust security measures
into system architectures.
" 60 months of experience managing a team consisting of solution
architects, data architects, and business/systems analysts.
