Description:
Position Summary The Systems Engineer II supports the design, integration, testing, deployment, and sustainment of enterprise health information technology solutions for the Indian Health Service (Client), Division of Health Information Technology Modernization and Operations (DHITMO). This position supports the modernization of the Client electronic health record (EHR) environment, including PATH EHR and secure cloud-based data repositories such as the Four Directions Warehouse (4DW). The incumbent assists in translating clinical and operational requirements into technical solutions that enable secure, reliable, and interoperable exchange of healthcare information across enterprise systems. This role works closely with technical teams, clinical stakeholders, tribal and local site representatives, cybersecurity personnel, vendors, and program leadership to support system readiness, operational success, and long-term sustainment. Travel Required: Up to 25% Security Requirement: Ability to obtain and maintain required Client clearance Duties and Responsibilities Systems Integration and EHR Support • Support design, integration, and deployment of enterprise Health IT and EHR capabilities. • Translate clinical, business, and operational requirements into technical specifications. • Support implementation of scalable, cloud-based solutions across the federal healthcare environment. • Identify dependencies among systems, applications, interfaces, and infrastructure components. • Support development and execution of integration plans, schedules, and technical activities. Interoperability and Interface Management • Support healthcare interoperability initiatives and interface implementation efforts. • Review, coordinate, and maintain Interface Control Documents (ICDs) and related technical artifacts. • Identify, document, and track interface requirements, dependencies, and implementation status. • Maintain interface inventories and support lifecycle management of enterprise integrations. • Support data exchange initiatives using healthcare interoperability standards and technologies. Examples may include: • Health Information Exchange (HIE) • Direct Secure Messaging (DSM) • Laboratory Information Systems (LIS) • Pharmacy systems • Medical imaging systems • Dental systems • Revenue cycle systems • Patient portal integrations Data Management and Cloud Support • Support cloud-based data repositories, including environments such as the Four Directions Warehouse (4DW). • Assist with secure migration and support of historical and operational clinical data. • Support data standardization, validation, and integrity across integrated systems. • Assist with maintenance of engineering documentation, repositories, and configuration records. Testing, Validation, and Readiness • Support system characterization, functional testing, verification, and validation activities. • Develop or assist with test cases, test execution, defect tracking, and corrective action support. • Participate in test readiness reviews, operational readiness assessments, and go-live preparation. • Document test outcomes, implementation findings, and lessons learned. Stakeholder Coordination and Operational Support • Coordinate with engineering, deployment, product, cybersecurity, clinical, vendor, and program teams. • Support communication between technical teams and clinical or operational stakeholders. • Participate in site assessments, readiness reviews, and deployment support activities. • Perform troubleshooting and 2nd-level technical support for system, interface, and data issues. • Support issue escalation, change impact assessment, and engineering governance processes. Risk and Issue Management • Identify, document, and track technical risks, issues, and mitigation actions. • Support preparation of engineering status updates, risk reports, and briefing materials. • Escalate significant concerns to senior engineers and program leadership, as appropriate. Minimum Qualifications Education Bachelor’s degree from an accredited college or university in: • Systems Engineering • Computer Science • Information Systems • Information Technology • Health Informatics • Biomedical Engineering • Related technical discipline Equivalent combinations of education and relevant experience may be considered. Experience • 2–5 years of relevant experience supporting information technology, systems engineering, or Health IT programs. • Experience supporting systems integration, interfaces, application support, or EHR-related environments. • Experience documenting technical requirements, test activities, and system processes. • Experience supporting implementation, modernization, or sustainment of technical systems. Preferred Qualifications • Experience supporting healthcare IT environments. • Familiarity with federal healthcare operations or large-scale public sector IT programs. • Experience with cloud-based systems, virtual infrastructure, or secure data environments. • Familiarity with EHR sustainment, clinical workflows, and healthcare data standardization. • Experience supporting cross-functional teams in complex deployment or modernization efforts. Communication Skills • Ability to communicate effectively with technical and non-technical stakeholders. • Ability to facilitate meetings and document decisions, actions, and outcomes. • Ability to prepare clear status reports, technical summaries, and briefing materials. • Strong written and verbal communication skills.
