Provide a short description of the Position:
Candidate will work on existing and new initiatives including but not limited to Assessment Management System, Telecommunication Company Information, Pipeline Audit System (Client), Document and Matter Management (DMM), and 753 Enforcement support, enhancements, and developments efforts.
Provide a list of the day-to-day tasks to be performed by the Selected Candidate:
- Requirement Gathering & Analysis: Translate business needs into clear technical requirements, user stories, and functional specs.
- System Solutioning & Design: Use gathered requirements to propose and design modern, maintainable, secure, and scalable solutions that meet or reimagines the business need.
- System Understanding: Work closely with architects, developers, and testers to ensure solutions are feasible and align with existing systems.
- Data & Process Analysis: Use SQL, Excel, or BI tools to analyze data, validate assumptions, and identify opportunities for automation or optimization.
- Documentation & Communication: Create BRDs, FRDs, process flows, and act as the point of contact between stakeholders and technical teams.
- Testing & Validation: Support SIT/UAT, write test cases, and ensure the delivered solution meets business goals.

Systems Analyst
Specializes in analyzing, designing and implementing information systems. Assesses the suitability of information systems in terms of their intended outcomes and liaises with end users, software vendors and programmers in order to achieve these outcomes. Uses analysis and design techniques to solve business problems using information technology. Serves as change agent, who identifies the organizational improvements needed, designs systems to implement those changes and trains and motivates others to use the systems.

Position Requested Qualifications (Per Attachment 7, Section 1.2.5)
- 84 months experience with internal and external stakeholder communications and outreach, including the development of presentations and other materials that promote the rethinking of core business processes and envisioning of a reengineered environment.
- 84 months experience working as the Lead Business Analyst on projects on which they utilized recognized business process management methodologies (e.g., elicitation and documenting of business process requirements, business process modelling, As-Is and To-Be workflow development and gap analysis, UML etc.) to define and analyze current business processes in order to remodel/design the new process and improve on the existing ones.
- 84 months experience working on Business Requirements Project, as lead Analyst, which involved the application of strategies to gather and document business process requirements of new application
- Possession of a valid (active) IIBA CBAP certification or a PMI PBA certification
- 60 Months of experience analyzing, normalizing, and transforming legacy databases (specifically MS Access) into enterprise-level relational databases (e.g., SQL Server, Oracle).
- 60 Months of experience acting as a technical liaison between business stakeholders, software vendors, and application developers to translate business requirements into technical system designs.
- 48 Months of experience using system modeling and design tools (e.g., MS Visio, UML, ERD tools) to map data structures and system workflows.
- 48 months experience developing and implementing multi-tier .Net Framework and .Net Core web applications using C# code leveraging ASP.Net patterns: Web Forms and Model-View-Controller (MVC)
- Masters Degree in a computer or technology related field
