Job Description

Position Title: Talent Acquisition Manager

Position Reports To: VP, HR

Position Summary

The Talent Acquisition Manager leads Apache's recruiting function and is responsible for building and running a high-performing team capable of sourcing and placing both craft/hourly workers and salaried professionals across a dynamic, project-driven environment. Reporting to the VP, Human Resources, this role owns the full recruitment lifecycle - from workforce planning and sourcing strategy through offer acceptance and onboarding handoff - and is accountable for the speed, quality, and compliance of all hiring activities.

Essential Functions

Team Leadership & Function Management

  • Lead, coach, and develop a team of recruiters covering both craft/hourly and professional/salaried pipelines
  • Set individual and team performance metrics (time-to-fill, quality of hire, offer acceptance rate, cost per hire) and hold the team accountable to them
  • Build a recruiting culture oriented around urgency, candidate experience, and partnership with the business
  • Manage recruiting vendor relationships including staffing agencies, job boards, and sourcing platforms

Workforce Planning & Pipeline Development

  • Develop and maintain standing talent pipelines for high-volume craft classifications (scaffolders, insulators, painters, pipefitters) so the team is never starting from zero on a project award
  • Build relationships with trade schools, apprenticeship programs, workforce development organizations, and veteran transition programs to create sustainable sourcing channels
  • Coordinate with Business Development on anticipated project awards to get ahead of workforce needs before contracts are signed

Craft & Hourly Recruiting

  • Ensure recruiting practices account for craft skill verification, safety certifications, and site access requirements (background checks, drug screening, TWIC, etc.)
  • Partner with Operations and Safety on craft classification standards and ensure recruiter knowledge stays current

Professional & Salaried Recruiting

  • Oversee recruiting for project managers, estimators, engineers, field supervisors, and corporate staff positions
  • Ensure professional recruiting uses targeted sourcing strategies appropriate for experienced industrial talent, not just inbound applications
  • Partner with HRBPs and hiring managers on job design, compensation benchmarking, and candidate assessment to improve offer acceptance rates

Compliance & Process Excellence

  • Ensure all recruiting activity complies with EEOC guidelines, OFCCP requirements (if applicable), and applicable state/local hiring laws
  • Maintain accurate and complete documentation for all requisitions and candidate activity
  • Partner with Legal and HR Operations to ensure offer letters, background check processes, and onboarding documentation are consistent and compliant

Employer Brand & Candidate Experience

  • Develop and execute an employer brand strategy that positions Apache as an employer of choice in the industrial services sector
  • Oversee the candidate experience from first contact through onboarding, ensuring Apache represents itself professionally at every touchpoint
  • Manage presence on LinkedIn, Indeed, and industry-specific job platforms; coordinate with Marketing on career site content and social recruitment campaigns
  • Represent Apache at career fairs, trade school events, and industry hiring events

Education & Experience

  • 10+ years of full-cycle recruiting experience, with at least 3 years in a people-management or lead recruiter capacity
  • Bachelor's degree in Human Resources, Business, or related field (or equivalent professional experience)
  • Experience building employer brand programs for field-based or industrial workforces
  • Demonstrated experience recruiting in a high-volume, fast-paced environment - industrial, construction, oil & gas, manufacturing, or a comparable field strongly preferred
  • Experience managing or mentoring a team of recruiters with accountability for collective performance metrics

Knowledge Skills, and Abilities

  • Proficiency with applicant tracking systems; Workday Recruiting experience preferred
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, SharePoint)
  • Strong understanding of employment law as it applies to recruiting: EEOC, ban-the-box, background check regulations, and multi-state hiring rules
  • Ability to operate at both a strategic level (building programs and pipelines) and a tactical level (jumping into a requisition when needed)
  • Comfort with ambiguity and the ability to reprioritize quickly as project awards and workforce needs shift

Working Conditions/Physical Demands

  • Remaining in a stationary position, often standing, or sitting for prolonged periods.
  • Light work that includes moving objects up to 20 pounds.
  • No adverse environmental conditions expected.
