The primary functions of a human resources (HR) department include, but are not limited to, recruitment and staffing, training and development, compensation and benefits, employee relations/coaching, legal compliance and corporate branding. Job Overview 

The Talent Acquisition Specialist’s responsibilities include identifying current and future hiring needs; developing sourcing opportunities to create a pipeline of candidates to fill open positions ad successfully onboarding new hires and maintaining relevant data to providing reporting as required. The Talent Acquisition Specialist will research, develop and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization.

Key Responsibilities: 

  • Partner with hiring managers to understand workforce needs, develop job requisitions, establish hiring criteria, and provide coaching throughout the recruitment process.
  • Develop and implement sourcing and recruitment strategies, including job postings, social media outreach, career fairs, and other recruitment initiatives.
  • Manage full-cycle recruitment, including candidate sourcing, screening, interviews, offers, and onboarding support.
  • Create and maintain positions, organizational structures, candidate records, and recruitment data within the ATS and HRIS, ensuring data integrity and compliance.
  • Prepare and distribute offer letters for new hires and internal transfers while collaborating with hiring managers and HR throughout the hiring process.
  • Track recruitment metrics and maintain reports to monitor key performance indicators (KPIs) and hiring effectiveness.
  • Ensure compliance with federal, state, and local employment laws, organizational policies, and recruiting best practices.
  • Develop and deliver training, resources, and guidance to leaders on recruitment and hiring practices, including maintaining current hiring information on the ACE portal.
  • Manage internship recruitment and hiring processes in partnership with program leadership.
  • Serve as a trusted HR resource by responding to employee inquiries, supporting HR initiatives and projects, and assisting with HRIS updates and other departmental needs.

Requirements:

  • Bachelor's degree in Human Resources or related experience in lieu of degree
  • 3-5 years of experience in Recruiting
  • Advanced Computer skills including MS Office Suite and database systems
  • Proven success in sourcing candidates, conducting interviews using various methods (phone, video, email, in-person) and successful full cycle onboarding
  • Familiarity with laws, regulations and best practices applicable to hiring and recruitment
  • Excellent verbal/written communication skills
  • Valid Driver’s License and ability to travel when required
  • Must demonstrate initiative, creativity, be dependable, reliable and work well independently
  • Must be able to exercise independent thinking and good judgement under all circumstances
  • Must be able to analyze work, set goals, develop plans and utilize time effectively
  • Experience with Workday preferred

Additional Information: 

  • Starting Base Rate: $57K-$62K
  • Bilingual rate: An additional $3,120 added to the base rate if Spanish proficient

Primary focus areas have been Command and Control, Ballistic Missile Defense, Integrated Air and Missile Defense, Strike Warfare, Unmanned air, undersea and surface vehicles, Distributed Netted Systems, Anti-Submarine Warfare, Large Area/Global Concept of Operations, Maritime Domain Awareness, Global Maritime Awareness, Red Team, Health Services Support, Mine Warfare, Joint/Navy Command Organization and Relationships, and the technologies, systems and processes involved with the above.

Current: Supporting contracts at Navy Warfare Development Command (Experimentation and Analysis) in Norfolk VA.
