Job Description

Performs intermediate technical and responsible administrative work assisting department leadership in planning and implementing HR solutions across the organization. This position oversees the recruitment process and the information systems that support the employment lifecycle. It consults with department management on staffing requirements to support recruitment efforts.

Supervision is exercised over support staff for recruitment and information systems, and this position ensures compliance with all relevant legislation and employment laws/regulations. Occasionally complex problems may arise, and the incumbent will help to develop creative solutions.

Work is performed under the general supervision of the Assistant Director of Human Resources.

The hiring range for this position is $78,915.20 to $108,513.60 annually based on experience.

The full salary range for this position is $78,915.20 to 138,112.00 annually to provide opportunity for growth and experience.

Examples of Duties

  • Works with HR Department leadership to design and implement overall recruitment strategy;
  • Facilitates all phases of the recruitment process;
  • Oversees processing of employee data into various systems ensuring timely and accurate entry to maintain data integrity;
  • Monitors open positions and authorizations for recruitment and ensures position authorization is current and accurate within the system;
  • Collaborates with hiring managers on the recruitment approach for positions including the job posting in Applicant Tracking System and other advertisement platforms;
  • Reviews requisitions, writes job posting, and identifies sources for expanded outreach. May source candidates through online platforms in support of hard to fill requirements;
  • Utilizes social media platforms such as LinkedIn to expand County profile;
  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders;
  • Oversees preparation of interview questions and other hiring and selection materials;
  • Ensures compliance requirements for candidate selection for interviews by reviewing pre-and post-interview matrices;
  • Receives and reviews job offers for compliance and evaluates candidate job and educational experience against job requirements and ensures offers are within appropriate pay range for County guidelines;
  • Analyzes and standardizes documented procedures to improve efficiency and effectiveness of operations;
  • Prepares and updates recruitment handbook for managers and related standard operating procedures for the HR department;
  • Organizes and designs training sessions on County recruiting process and requirements to new supervisors and provides refresher training as needed;
  • Plans, prepares, and attends job fairs and recruiting sessions;
  • Maintains recruitment files and follows appropriate retention schedules. Ensures documentation and files are maintained and accessible as appropriate;
  • Tracks, trends, and reports on metrics related to recruitment or position control;
  • Interprets human resources policy and procedures to assist and advise departmental supervisors and representatives;
  • Composes and verifies data to include reports, analytics, and surveys;
  • Compiles and maintains monthly report statistics and prepares special reports as required such as preparation of monthly recruitment/vacancy reports and position control;
  • Support HR administrative tasks as necessary, including updating employee records for payroll purposes;
  • Performs related tasks as required.

Knowledge, Skills and Abilities

  • Intermediate knowledge of principles and practices of public human resources administration;
  • General knowledge of accepted methods and practices recruitment, testing, and selection;
  • Intermediate knowledge of employment laws and best practices in human resource management;
  • Intermediate knowledge of governmental organization and administration;
  • Skill in the use of personal computer and data processing equipment and programs;
  • Ability to present ideas effectively, both orally and in writing;
  • Ability to establish and maintain effective working relationships with County officials, supervisors and employees and the general public;
  • Ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations;
  • Ability to perform and organize work independently, exercising judgment and initiative over assignments with minimal support of others;
  • Attention to detail with strong organizational skills and the ability to multitask.

Education and Experience

Any combination of education and experience equivalent to an Associates' Degree from an accredited college with major course work in human resources administration, business management, or related field and progressively responsible experience (5+ years) in human resources.

Experience in talent acquisition and applicant tracking systems is strongly desired. Experience with payroll entry and proficiency in using Human Resources Information Systems (HRIS) strongly preferred.

Possession of a recognized certification in the Human Resources field is preferred, such as:

  • Professional in Human Resources (PHR)
  • SHRM Certified Professional (SHRM-CP)
  • International Public Management Association (IPMA-HR)
