Apply for This Position Online DATE:9/28/26 STATUS:Regular, Full Time SALARY RANGE:$69,573-$104,464 TITLE:TALENT MANAGEMENT GENERALIST GRADE:116 LOCATION:LRC UNION AFFILIATION:Non-Union Employees JOB SUMMARY Under the general supervision of a higher classified employee, supports varying daily operations within Human Resources inclusive of programmatic responsibilities within professional and organizational development, talent development, succession planning, employee retention, performance management, and other similar Human Resources functions. Aids in ensuring that processes allow for accurate and efficient storage, retrieval and data analysis while maintain confidentiality and awareness to employment law. EXAMPLES OF DUTIES Essential Duties:

  • Develop and implement talent management strategies that align with organizational objectives, which include initiatives in career development, succession planning, and talent retention.
  • Assess training and development needs through surveys, interviews, or consultations, and then plan and administer appropriate training programs.
  • Oversee performance management initiatives, working closely with Department Heads to ensure that performance evaluations are conducted fairly and consistently across the organization.
  • Coordinate the implementation of succession planning initiatives, aligning them with organizational goals and ensuring they adhere to policy and legal requirements.
  • Ensures and maintains a high level of customer service standards for information delivered effectively and efficiently, while identifying and recommending process improvements based on organization needs and industry best practices.
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Aids in the oversight, evaluation, and monitoring of programs and activities within scope to ensure compliance with County policy, legal, and contractual requirements.
  • Partners with assigned organizational units providing consultation in the areas of employee development and engagement. Works closely with Human Resources Managers to ensures successful partnership with assigned units resulting in the effective integration of strategic solutions and consistent application of policy, legal and collective bargaining agreements, while understanding and supporting the units current and future operational needs.
  • Supports the design, development, and publication of employee development and training programs for assigned programmatic areas. Facilitates presentations and activities for employee, team and organizational improvement and engagement.
  • Conducts studies, analyzes information, and evaluates alternatives regarding issues and best practices in human resources using a variety of resources. Assists in the development, revision and implementation of policies and procedures related to program area.
  • Supports Human Resources Managers in development and facilitation of training programs, including coordination of onboarding processes and training opportunities.
  • Leads New Hire Orientation organization by gathering all attendee data and processing documentation support a smooth and efficient onboarding process.
  • Provides guidance and assists by working closely with management and employees to build morale and increase productivity through professional development.
  • Supports operational program responsibilities within Human Resources as needed such as recruitment and hiring, classification and compensation, benefit administration, leave process, and employee and labor relations.
  • Works with outside vendors to set up professional training programs and classes for all staff to participate in. Gains pricing information and organizes selection process for approval of the Executive Director.
  • Uses standard office equipment in the course of the work. May drive a County or personal vehicle in the course of the work.
  • Performs other related duties as assigned.

NOTE: The required depth and level of knowledge and skill varies with level in the programmatic areas as assigned:

  • Proven expertise in performance management systems, learning management systems, and succession planning tools.
  • Strong analytical and problem-solving abilities with an emphasis on data-driven decision-making.
  • Outstanding interpersonal, communication, and negotiation skills.
  • Principles and practices of public agency human resources administration, specific to those areas of the function to which assigned.
  • Research, data analysis and report preparation techniques. Business mathematics, including basic statistical analysis techniques.
  • Ability to interact positively and objectively with elected officials, managers, supervisors, and employees at all levels and those from diverse socioeconomic and ethnic backgrounds.
  • Ability to work independently and use sound, independent judgment within established policy and procedural guidelines under general supervision.
  • Preparing clear, concise, and effective written materials. Excellent interpersonal and human relations skills including interviewing and investigation procedures, employment counseling, conflict resolution processes.
  • Proven ability to professionally handle and maintain confidential information.
  • Project management skills including planning, time management, organization, and decision-making skills. Setting priorities, coordinating multiple projects, and meeting critical deadlines.
  • Computer literacy, including working knowledge of human resources information systems and Microsoft applications. Proficient with spreadsheets, databases and HRIS management tools.
  • Maintaining accurate records and files.
  • Entering and retrieving information from a computer with sufficient speed and accuracy to perform the required work.
  • Establishing and maintaining effective working relations with those contacted in the course of the work.

LICENSES/CERTIFICATIONS Possession of a valid drivers license. PHYSICAL DEMANDS Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, read printed and electronic materials, and hearing and speech sufficient to communicate in person or over the telephone. Must be able to perform essential job functions with or without reasonable accommodation, including, but not limited to visual and/or audio logical appliances and devices to increase mobility. EDUCATION Equivalent to possession of a bachelors degree with major coursework in business or public administration, human resources, or a field related to the work. Technical human resources support work may be substituted for the education on a year-for-year basis to a maximum of two (2) years. EXPERIENCE Two (2) years of progressively responsible experience in a professional human resource setting. Experience with talent management and professional development required.
