Major Duties

Serves as Talent Management Technician for Marine Corps Community Services (MCCS) Quantico. Performs a wide range of support services in talent management areas to include: classification, recruitment, and placement. Performs assignments such as: (1) analyzing jobs, (2) developing job vacancy announcements, and reviewing and rating job applicants for positions; (3) representing Marine Corps Community Services at public events in a recruiting capacity. May assist in writing, revising, updating, and preparing personnel directives, special reports and correspondence.

Performs a variety of administrative and human resources duties, including posting job announcements, screening applicants, presenting qualified candidates to hiring managers, scheduling interviews, preparing selection register packages, and processing selected candidates for onboarding.

Prepares and analyzes a variety of standard and customized reports to meet specific organizational requirements. Processes personnel actions and completes HR documentation in accordance with applicable regulations, policies, and office procedures. Enters and maintains personnel data in automated HR systems and databases and establishes and maintains HR files and records in compliance with records management requirements.

Serves as the primary point of contact for background investigations, including both stateside and local investigations for sensitive positions involving children, youth, and teens. Monitors investigation status and provides weekly status reports to facility managers to ensure compliance and timely completion of requirements.

Uses statistical methods to collect, compile and present numerical talent management data. Using general knowledge of the personnel specialty areas determines: how to best obtain required data, how errors could arise in reporting and gathering data, when bias in information exists, and what trends exist. May assist the Supervisory Talent Management Specialist with assembling and compiling statistical reports dealing with sourcing effectiveness, offer rate, accept rate, and other key performance indicators (KPIs) and criteria as needed. Recognizes significant changes from past reports. Checks changes with sources of information to verify accuracy of data. Performs arithmetic computations of data such as computing percentages, averages, ratios, determines means, modes, medians and weighted averages. Assist with presenting information in simple charts and graphs. May assist with presenting and gathering statistical information for briefs.

May provide technical assistance to management in resolution of staffing problems in absence of Supervisory Talent Management Specialist. May evaluate trends in missions, technology, manpower, and fiscal resources and other factors influencing future needs.

Participates in special events such as college recruitment and job fairs to solicit applications for hard-to-fill positions caused by labor market shortages, unique qualification requirements or other highly technical job requirements. Assist with maximizing candidate sourcing by utilizing a variety of recruitment resources to include: internet/talent sources, social and digital media, partnerships and networking, and more.

Qualifications

Bachelors¿ Degree in a related field appropriate to work of the position, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR three years¿ experience in one or more functional areas, such as marketing or business analysis.

Ability to apply knowledge of human resources management systems, such as PeopleSoft, functional process improvements, and other automated personnel systems designed to support and supplement the recruitment process. Familiarity with statistical techniques and methods, and knowledge of how to use formulas and substitution factors to provide reports.

Must be proficient with excel database. Skill to write, revise, update, and prepare directives, special reports and correspondence. Ability to communicate effectively both orally and in writing. This is a white-collar position where occasional lifting up to 20 lbs may be required.
