At APV, we Always Provide Value POSITION SUMMARY The Task Lead will provide day-to-day technical leadership for the evaluation, modernization, development, and delivery readiness of laboratory training courses. Reporting to the Project Manager, the Task Lead will coordinate multidisciplinary course teams, translate approved requirements into executable work, and integrate instructional design, scientific and regulatory validation, course-material production, eLearning, accessibility, quality assurance, and instructor support. This role will help maintain consistent methods and deliverable quality across multiple concurrent course workstreams while ensuring alignment with applicable Regulatory and Laboratory Training System standards, the National Curriculum Standard for laboratory professionals, FDA direction, and project schedules. DUTIES Direct the daily technical execution of assigned laboratory-course workstreams and serve as the integration point among instructional designers, eLearning developers, technical writers, graphic and multimedia personnel, accessibility and quality specialists, instructors, and FDA subject matter experts. Convert the approved Program Plan, course priorities, Government direction, and per-course requirements into detailed work assignments, schedules, review points, dependencies, and completion criteria. Coordinate evaluation of existing instructor guides, student materials, presentations, exercises, job aids, assessments, online courses, guidance, regulations, and other source materials for currency, instructional effectiveness, technical accuracy, and RLTS and NCS alignment. Lead development of Course Evaluation, Status, and Recommendations Reports within 21 calendar days of receipt of course materials and Course Development Plans within 45 calendar days, unless FDA directs an accelerated schedule. Guide preparation of the ORTS Course Design Document and ensure FDA approval is obtained before course development begins. Ensure each course uses appropriate evidence-based instructional design and adult-learning methods and maintains traceability among competencies, needs, learning objectives, content, practice, assessments, delivery methods, and evaluation. Coordinate FDA scientific, laboratory, regulatory, and policy subject matter experts throughout development; identify unresolved content questions and secure documented technical validation before materials are finalized. Oversee development and integration of complete course-material packages, including instructor and student guides, presentations, job aids, handouts, exercises, assessments, evaluation instruments, and other approved learning supports. When FDA authorizes online modules, coordinate eLearning development, source-file preparation, SCORM packaging, FDA network functionality, HHS LMS testing, accessibility review, defect correction, and final delivery. Lead internal courseware and readiness reviews, apply acceptance criteria, resolve inconsistencies across related materials, and verify that approved feedback is accurately incorporated before submission. Coordinate independent Section 508 testing and remediation and verify that final electronic deliverables include the required compliance checklist and meet applicable WCAG Level A and AA requirements. Maintain technical configuration control through disciplined file naming, baselines, version histories, review records, approval status, change logs, and release-ready archives for each course. Monitor progress, workload, risks, issues, decisions, dependencies, and milestones; escalate threats with corrective-action recommendations and provide accurate technical status and course outcomes for Program Plan updates, Monthly Status Reports, meetings, and final reporting. Coordinate pilot or course-delivery readiness with instructors and SMEs, including facilitator preparation, material completeness, technical setup, evaluation tools, and post-course recommendations for improvement. Support concurrent workstreams and directed changes in course priority, sequence, participant needs, or delivery format, including reasonable surge and emergency-format conversion requests within five business days. Ensure teams use approved systems and transfer methods and comply with project requirements for security, privacy, records management, Government ownership, copyright, recording and photography, and use of artificial intelligence tools. Coach team members, reinforce common methods and quality expectations, and identify process improvements and lessons learned across the course portfolio. EDUCATION Bachelor's degree in a related field is required. REQUIRED QUALIFICATIONS At least two years of progressively responsible experience supporting instructional design, training development, learning technology, scientific or technical training, or comparable workforce-development projects. At least two years of experience leading multidisciplinary teams or complex course-development workstreams with responsibility for assignments, schedules, reviews, risks, and deliverable quality. Demonstrated experience applying a structured instructional systems design method such as ADDIE or the Systems Approach to Training across analysis, design, development, implementation, and evaluation activities. Ability to evaluate existing curricula, identify performance and content gaps, develop practical recommendations, and maintain alignment among competencies, objectives, instructional activities, and assessments. Experience collaborating with scientific, technical, regulatory, or other specialized subject matter experts to clarify requirements and validate the accuracy of learning products. Experience coordinating production and quality review of instructor-led, virtual, hybrid, blended, or online course materials across multiple contributors and formats. Working knowledge of eLearning development, SCORM, enterprise LMS testing, Section 508 requirements, WCAG Level A and AA criteria, and accessible learning-product practices. Demonstrated skill in schedule management, workload coordination, risk and issue management, configuration control, review facilitation, quality assurance, and client status reporting. Strong leadership, writing, facilitation, communication, organization, analytical, and problem-solving skills, with close attention to technical detail and follow-through. Ability to work independently in a primarily remote, multidisciplinary federal delivery environment while managing concurrent assignments, accelerated deadlines, and changing priorities. Ability to obtain and maintain the FDA security and system access approvals required for a Tier 2 Sensitive Moderate Risk position, including completion of required FDA security, privacy, records-management, and role-based training. Authorization to work in the United States without current or future employer sponsorship PREFERRED QUALIFICATIONS Experience supporting FDA, HHS, or another federal agency, particularly in a laboratory, scientific, public health, food safety, regulatory, or similarly complex environment. Experience developing laboratory, competency-based, regulatory, scientific, or technical training and applying the RLTS or National Curriculum Standard framework. Experience managing a portfolio of simultaneous course evaluations, redesigns, new developments, or delivery-readiness efforts. Project Management Professional, Certified Associate in Project Management, Certified ScrumMaster, instructional design, accessibility, or comparable professional credential. Proficiency with Microsoft 365, SharePoint, project scheduling and collaboration tools, eLearning authoring applications, or enterprise learning management systems. Experience with Government review and approval workflows, source-file turnover, content portability, and controlled release of training products.
