Job Summary

This position is located in our Donovan DMV Office within the Motor Carrier Division (MCD). The Tax Examiner position is responsible for ensuring compliance with Nevada's fuel tax laws applicable to special fuel users and motor fuel suppliers, with the goal of maximizing tax revenue collection and accurate distribution. The unit also registers commercial vehicles, conducts audits of interstate carriers, fuel users, and fuel suppliers, and enforces the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) through customer service, education, and equitable administration of applicable laws. This position requires the ability to meet strict deadlines, multitask, and problem-solve, while providing customer assistance in person, by phone, and via email. Tax Examiners assist commercial motor carriers with special fuel tax returns, licensing, and annual renewals by applying IFTA, IRP, and Federal Motor Carrier Safety regulations. Duties include reviewing and approving documentation related to fuel usage refunds and exemptions; processing the registration and titling of commercial vehicles; and calculating taxes, refunds, penalties, interest, and sanctions for delinquent accounts. The Tax Examiner establishes and maintains effective working relationships with out-of-state counterparts, state and local agencies, and internal staff, and must demonstrate strong oral and written communication skills for customer interactions, presentations, and report preparation. Knowledge of applicable State and Federal laws and regulations is required, including but not limited to IRP, IFTA, and NRS/NAC Chapters 365, 366, 371, 482, and 706.

Under the authority of NRS 239B.010.1(b), the DMV utilizes NRS 205.4605 - 205.810, NRS 293.504, NRS 293.5045, 6 CFR 37.45, 49 CFR 1572.103, and 49 CFR 384.228 as criteria to obtain a FBI fingerprint clearance check on current and prospective employees. Tax Examiners are responsible for licensing/registration, collecting taxes and fees, and assisting taxpayers to ensure compliance with the applicable tax and registration statutes.

Essential Qualifications

Bachelors degree from an accredited college or university and one year experience in bookkeeping, collections, or the interpretation and application of policies, regulations and/or legal requirements equivalent to an Administrative Assistant III or Accounting Assistant III in Nevada State service; OR Graduation from high school or equivalent education and three years of experience as stated above; OR one year experience as a Tax Examiner I in Nevada State service; OR an equivalent combination of education and experience.

Job Duties

Process tax returns; examine data for accuracy; calculate tax, penalty and interest if applicable; collect appropriate payment and post to taxpayer account.

Process applications for business licenses; examine applications to verify completeness; input information into system; research files to determine previous history; and issue licenses or one-time permits as appropriate.

Assist applicants and taxpayers with completing forms and submitting required documentation; provide information related to federal and State regulations and pertinent tax statute(s).

Maintain files by updating data to reflect name and address changes, closing of accounts, and other information.

Reconcile receipts, monies collected and corresponding documents within each category to ensure proper distribution to accounts; prepare bank deposits and required reports.

Perform related duties as assigned.

Under general supervision, incumbents perform the full range of duties described in the series concept. This is the journey level in the series.

Knowledge, Skills, and Abilities

Working knowledge of: standard bookkeeping methods in order to properly debit and credit accounts; payroll, accounts payable and accounts receivable functions; computer spreadsheet techniques sufficient to record, track, manipulate and report data.

Ability to: communicate effectively both orally and in writing; plan, implement and monitor clerical accounting methods and procedures; respond orally and in writing to diverse and complex inquiries regarding accounts related matters.

Skill in: mathematical computations sufficient to calculate taxes and penalties and ensure the proper balance of accounts; operating a computer terminal to maintain accounts; using a ten key calculator by touch.
