Teacher of the Visually Impaired (TVI)/Orientation and Mobility (O&M)

Teacher of the Visually Impaired (TVI) and Orientation and Mobility (O&M) Services Provider 2026-2027 School Year Job Summary: Orange Beach City Schools is seeking a qualified Part-Time Teacher of the Visually Impaired (TVI) and Orientation & Mobility (O&M) Specialist to provide specialized instructional and consultative services to students with visual impairments. This position is responsible for ensuring students have equitable access to the educational environment through direct instruction, collaboration with educational teams, consultation with families, and compliance with state and federal special education requirements. Key Responsibilities: Instruction & Student Support

Provide direct specialized instruction to students with visual impairments in accordance with Individualized Education Programs (IEPs).

Deliver instruction in the Expanded Core Curriculum (ECC), including compensatory skills, assistive technology, sensory efficiency, self-determination, and independent living skills, as appropriate.

Provide Orientation and Mobility (O&M) instruction to develop safe, efficient, and independent travel skills in school and community environments, when applicable.

Conduct ongoing assessment and progress monitoring to inform instruction and document student growth.

Recommend and support the implementation of specialized instructional strategies, accommodations, and modifications.

Consultation & Collaboration

Collaborate with special education teachers, general education teachers, administrators, related service providers, and paraprofessionals to support student success.

Consult with educational teams regarding instructional strategies, classroom accommodations, environmental modifications, and accessible materials.

Participate in IEP meetings and multidisciplinary team meetings as the district's vision specialist.

Provide recommendations regarding assistive technology, low vision devices, and accessible educational resources.

IEP Development & Compliance

Assist in the development, implementation, and progress monitoring of IEP goals related to visual impairment and Orientation & Mobility services.

Maintain accurate documentation of services provided, progress monitoring data, and required special education records.

Ensure compliance with the Individuals with Disabilities Education Act (IDEA), Alabama State Department of Education requirements, and district procedures.

Complete required evaluations, functional vision assessments (FVA), learning media assessments (LMA), and Orientation & Mobility evaluations, as appropriate.

Accessible Materials & Assistive Technology

Collaborate with district staff to ensure students receive instructional materials in accessible formats, including Braille, large print, digital text, tactile graphics, and audio formats.

Support the implementation and use of assistive technology and adaptive equipment.

Provide training to staff and students on specialized equipment and accessible instructional materials.

Family & Community Engagement

Communicate regularly with families regarding student progress, instructional strategies, and available resources.

Collaborate with outside agencies, including the Alabama Institute for Deaf and Blind (AIDB), medical providers, and community organizations, as appropriate.

Support families in promoting student independence across school, home, and community settings.

Program Support

Assist the district in developing and maintaining high-quality services for students with visual impairments.

Provide professional development and technical assistance to school personnel regarding visual impairment, Orientation & Mobility, accessibility, and inclusive practices.

Support district efforts related to compliance, monitoring, and continuous program improvement.

Qualifications:

Valid Alabama teaching certificate with Teacher of the Visually Impaired (TVI) certification and/or Alabama certification as an Orientation & Mobility (O&M) Specialist.

Knowledge of IDEA, Alabama Special Education Administrative Code, and best practices for serving students with visual impairments.

Experience conducting Functional Vision Assessments (FVA), Learning Media Assessments (LMA), and/or Orientation & Mobility evaluations, as applicable.

Knowledge of Braille, assistive technology, accessible instructional materials, and adaptive equipment appropriate to assigned responsibilities.

Strong organizational, communication, collaboration, and consultation skills.

Preferred Qualifications:

Experience providing TVI and/or Orientation & Mobility services in a K-12 educational setting.

Experience collaborating with multidisciplinary teams and supporting inclusive educational environments.

Familiarity with the Expanded Core Curriculum (ECC), Braille instruction, assistive technology, and accessible educational materials.

Terms of Contract:

Independent Contractor

Schedule: Part-time; schedule determined based on student needs, Individualized Education Programs (IEPs), and district requirements.

Contract Value: $25,000 - $39,000 based on degree and experience

Contract Period: August 1, 2026, through May 31, 2027
