Summary

The Team Leader - Water/Wastewater is responsible for leading key environmental services related to Utility services, specifically the backflow Program and the Fats, Oils and Grease (FOG) program. Directly responsible for protecting the potable water system, wastewater collection system, and reclamation plants through program implementation and compliance with local ordinance, along with State and Federal laws. The Team Leader - Water/Wastewater is responsible for delivering high quality service to customers, supervising and reporting program.

Essential Duties and Responsibilities

  • Oversees all requirements for each program, including the issuance of compliance schedules, and assists with enforcement as needed
  • Leads a team that inspects backflow, FOG, and stormwater facilities, and maintains the database for each program in accordance with local, state, and federal laws
  • Responds to inquiries and complaints related to all programs
  • Participates in the development and implementation of program goals, objectives, and policies
  • Participates in making decisions regarding the implementation of policies
  • Participates in the annual budget process for each program
  • Reviews plans and drawings, providing input to the Environmental Services Manager regarding the construction and installation of backflow prevention devices, grease collection systems, and erosion control
  • Leads, plans, and develops educational material for each program for utility customers on a regular schedule
  • Delivers monthly reports to the Environmental Services Manager (or more frequently if needed) and semi-annual updates for each program to the Assistant Department Director and other key members of leadership
  • Serves as the field liaison for the Utility department to other divisions, departments, and outside agencies
  • Interfaces with other agencies with which the City jointly operates
  • Represents the City at staff functions, meetings, and workgroups as needed
  • Assists with negotiating and resolving sensitive and controversial issues
  • Attends and participates in professional group meetings, staying abreast of new trends and innovations in the field related to each program
  • Alerts the Environmental Services Manager when regulatory changes may impact the department's operations and budget
  • Initiates needed correspondence with regulatory agencies
  • Prepares and presents staff reports and other necessary correspondence
  • Follows City policies, procedures, and safety guidelines
  • Performs other duties as assigned

Minimum Qualifications

  • Combination of education and experience equivalent to an Associates degree in environmental science or related field
  • Experience working with computers and location devices
  • Experience in reading maps, blueprints and engineering plans

Certifications and Licenses

  • TCEQ issued Customer Service Inspection (CSI) license
  • Backflow Prevention Assembly Testing (BPAT) license or ability to obtain within two (2) years of employment
  • Complete Grease Trap and Interceptor Training and Stormwater Pollution Prevention Training courses
