The mission of the Marion County Community Corrections Agency is to improve the lives of people in our community. Our role is to provide community supervision, as an alternative to incarceration, using evidence-based practices and comprehensive case management.

Job Summary

This position is responsible for assisting in the oversight and performance review of front-line team-members located in the training and accreditation division of Marion County Community Corrections (MCCC). This position is responsible for the selection, review, assistance, and implementation of training programs for MCCC. The incumbent in this position supports the development and implementation of a broad range of multimedia learning courses and organizational programs and initiatives related to MCCC. Position is responsible for the day-to-day training and professional development for all MCCC staff. Incumbent will need the ability to effectively identify and evaluate available programs, to exercise sound judgment when evaluating agency requirements and productivity of team-members, and cost effectiveness of programs. The incumbent in this position assists with making decisions related to public or team-member safety, and accountability to records management, maintenance and retention, dissemination of customer information and administrative services. The incumbent operates within standards established by policies, procedures, and laws. Freedom to use judgment while assisting in policy formulation and in all types of negotiations. This position is responsible for working in coordination with the Program Coordinators to perform a variety of quality assurance responsibilities in order to fully implement system wide evidence-based practices (EBP) with case management, field work, court team, processing, operations center, custody, and all future developing agencies within MCCC. The incumbent in this position will assist team members with development, skills coaching, and quality assurance planning and monitoring. The incumbent in this position is responsible for preparing staff for the supervision of clients, development of case plans, referral to services, phone calls, requests, home visits, and electronically monitoring clients per court order. This position is responsible for assisting in the day-to-day operations and programming related to MCCC and directly responsible for public safety, team-member accountability and adherence to evidence-based practices. This position assists in making decisions related to public safety, team-member safety, client safety and accountability for records management, maintenance and retention, and administrative services. Incumbent must effectively identify and evaluate available data to exercise sound judgment when evaluating requirements, productivity of team-members and cost effectiveness of programs. Errors in judgment could cause irreparable consequences and lost work hours to the agency. The incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Incumbent will provide input to the supervisor in agency-wide decision making and will provide assistance in the absence of the supervisor. Position reports to the Supervisor of Training and Accreditation.

Position Responsibilities

  • Oversee the daily work activities and performance of team members.
  • Assist with personnel processes including recruitment, promotion, disciplinary actions, and staffing assessments.
  • Address internal and external issues through investigation, fact-finding, interviews, and analysis.
  • Assign job responsibilities to new team members across case management, operations, processing, and custody.
  • Meet regularly with supervisors to recommend agency or program changes.
  • Implement, update, and enforce agency policies, procedures, standards, and legal requirements.
  • Ensure adherence to evidence-based practices for Community Corrections.
  • Ensure the implementation of continuous quality improvement processes and plans.
  • Conduct regular audits of team member performance, office workflows, and policy compliance.
  • Provide feedback and submit peer review and/or audit results to managers.
  • Develop and suggest standards or policies for MCCC areas.
  • Prepare and maintain statistical data and reports for evaluating program and department performance.
  • Maintain confidentiality in all aspects of work.
  • Oversee the screening process for Community Corrections referrals and coordinate with external agencies.
  • Monitor case manager capacity, client-to-case manager ratios, and client rule violations.
  • Review and monitor client treatment plans, program schedules, participation, and compliance.
  • Utilize prosocial modeling and positive reinforcement in client interactions.
  • Cross-train and support Program Coordinators in client programming and quality improvement.
  • Facilitate onboarding for all new MCCC employees.
  • Design, develop, and teach training classes for MCCC and public safety partners.
  • Serve as a content creator and administrator for staff training systems (e.g., SharePoint).
  • Conduct training related to quality assurance, case management, policy compliance, and professional development.
  • Provide preparation, presentation, demonstration, practice, coaching, case development, and case supervision in training roles.
  • Maintain documentation of training, coaching hours, and staff participation.
  • Support the development, delivery, and maintenance of educational materials, courses, websites, and systems.
  • Communicate clearly and effectively across all levels of employees and partners.
  • Establish and maintain effective working relationships with supervisors, managers, employees, community partners, and contractors.
  • Manage communications with staff regarding course registrations and training needs.
  • Collaborate with supervisors to represent the agency with external stakeholders and the Department of Correction.
  • Make sound decisions based on detailed analysis of information from multiple sources.
  • Plan, organize, and prioritize numerous work assignments and resources.
  • Understand technical information and work with enterprise systems.
  • Use Microsoft Office and related software for reporting, presentations, spreadsheets, and documentation.
  • Assist with needs assessments for staffing, training, programming, and vendor use.
  • Support software or program implementations affecting training or development areas.
  • Track training records and provide reports as needed.
  • Participate in relevant training programs across MCCC, public safety, and community partners.
  • Stay informed on supervision trends and practices impacting case management, operations, assessments, processing, custody, and technology.

Qualifications

Bachelor's degree in criminal justice, Business Management, or related field and one (1) year of experience working in corrections or the criminal justice system. In lieu of degree a combination of education, training, and experience may be utilized. Ability to communicate effectively both orally and in writing. Skilled in establishing cost effective programs and quality control. Requires knowledge in leadership, management, personnel and process performance measurement, investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, and training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office.

Preferred Job Requirements and Qualifications

IMPORTANT PERF UPDATE:

  1. All employees hired/rehired after 1/1/2022 have a choice to select the PERF Hybrid plan (3% + Pension) or the INPRS My Choice: Retirement Savings plan (3% + 1% Contribution). The Hybrid plan consists of two components:

Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. Youre always vested in your ASA portion - its always yours.

Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employees career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the members age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.

  1. Employees hired/rehired by the City and County between 1/1/2017 and 12/31/2021 will be automatically enrolled in the PERF My Choice: Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.

With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts:

Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. Youre always vested in your ASA portion - its always yours.

Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are:

  • 20 percent vested after 1 full year of participation
  • 40 percent vested after 2 full years of participation
  • 60 percent vested after 3 full years of participation
  • 80 percent vested after 4 full years of participation
  • 100 percent vested after 5 full years of participation
  1. All employees hired/rehired prior to 1/1/2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components:

City Employees hired/rehired between 1/1/2017 and 12/31/21 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice: Retirement Savings plan or the PERF Hybrid plan. Both plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed. If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan.

The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employees compensation per pay period.

Employees who separate from the city within their first ten (10) years of employment need to contact INPRS - PERF regarding their ASA account.
