Job Description

Under general supervision of the Clinical Health Services Manager, supervises the development, implementation and evaluation of clinical public health services to Ottawa County Residents. Participates in the development and implementation of protocols and monitors productivity of clinic staff and assures adherence to public health standards as determined by the federal and state requirements. Monitors the quality of service delivery in Clinic service areas. This team provides immunizations for children, immigrants, and travelers. Coordinates with other agencies to provide comprehensive health services. May provide direct service.

Essential Job Functions

The essential functions of this position include, but are not limited to, the following:

• Establishes and implements policies and procedures to ensure that clients receive the health services for which they are eligible in compliance with federal, state and county rules, regulations and requirements. Ensures that all client services are provided in compliance with established standards of professional practice and ethics
• Participates in hiring, training, work assignments, evaluates staff work performance, conducts annual performance reviews, and participates in the disciplinary process for subordinate staff in accordance with policy.
• Collaborates with a variety of community health partners, hospital-based health services, nursing education programs, health and human services programs, and community organizations to develop, educate and deliver public health services.
• Collects and analyzes program data to evaluate clinic services and cost-effectiveness to provide continuous quality improvement.
• Prepares and submits reports in accordance with federal, state and county requirements.
• Ensures accurate documentation in the client electronic medical record (EMR) and that confidentiality of client information is maintained.
• Participates in drafting the annual operating budget requests and identifies funding opportunities to support new and continuing clinical health initiatives.
• May perform any and all functions of the Community Health Nurse classification as required to provide quality health care to clinic clients.
• Performs other related functions as assigned.

Required Education, Training and Experience

Bachelors of Science Degree in Nursing (B.S.N.) from an accredited college or university and three years of progressively responsible and demonstrably successful experience in public health and/or health service delivery to the client population; or an equivalent combination of education and experience. Masters degree preferred.

Significant experience in vaccines, immunization policy, and regulatory affairs.

Licenses and Certifications:

Possession of valid State of Michigan licensure as a Registered Nurse.

Individuals in this classification who supervise services to clients in a variety of locations throughout the County are responsible for providing their own transportation.

• Profound knowledge of vaccines, immunization policy, and regulatory affairs within this specialty field.
• Thorough working knowledge of the principles and practices of public health nursing and professional standards of practice and ethics.
• Good working knowledge of managerial and supervisory principles and practices including quality assurance and improvement.
• Good working knowledge of local, state and federal health codes, statutes, rules and regulations, including Title V, X, and XIC, HIPAA, Michigan Public Health Code (PA 368 of 1978, as amended), Michigan Communicable Disease Rules, and appropriate methods for the enforcement thereof.
• Good working knowledge of MDHHS accreditation requirements.
• Good working knowledge of budget preparation, implementation and ongoing cost analysis to establish fees and billing procedures.
• Good working knowledge of medical records documentation standards including electronic medical record and computer skills including word-processing, spreadsheet, and database management software.
• Knowledge and the ability to interact positively with patients, co-workers, health care and human service practitioners and community representatives from widely diverse cultural and socio-economic backgrounds and with varying levels of interpersonal and communications skills.
• Thorough working knowledge of statutory and regulatory requirements governing the confidentiality of patient health information, including the provisions of HIPAA.

Working Conditions:

Work is generally performed in a normal office environment. Delivery of nursing care to client patients may entail exposure to a variety of disease vectors and potential exposure to bloodborne pathogens.
