Technical Architecture Specialist 2 Location: Harrisburg, PA

Role Overview
This position will serve as a Delivery & Validation Business Analyst within the Project Management Office (PMO), supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects across the agency. The position will perform core business analysis responsibilities with a specialization in requirements traceability, solution validation, business readiness, and transition to production.
The position is hybrid with two (2) in-office days per week in Harrisburg, PA; Wednesday is mandatory.
Primary Responsibilities
- Work closely with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other partners to understand business needs and translate them into clear, structured, and actionable requirements.
- Elicit, analyze, validate, and document business requirements, processes, workflows, business rules, and acceptance criteria.
- Develop current-state and future-state documentation and perform gap, impact, dependency, and process analysis.
- Evaluate proposed solutions against documented business requirements, processes, constraints, and intended outcomes to identify gaps, impacts, dependencies, risks, and areas requiring further analysis or resolution.
- Maintain traceability between business requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.
- Develop structured business validation and UAT scenarios and coordinate business testers, schedules, testing activities, test execution, results, and defect tracking.
- Support business and operational readiness for application releases, technology upgrades, infrastructure changes, migrations, and production cutovers.
- Identify impacted applications, business processes, stakeholders, dependencies, and validation requirements.
- Contribute to readiness assessments, cut over planning, stakeholder communications, post-implementation validation, and transition activities.
- Assess user and stakeholder impacts and develop appropriate user documentation, job aids, training materials, release communications, and other adoption resources when needed.
- Independently manage assigned analysis activities and competing priorities while proactively communicating progress, risks, issues, gaps, and recommendations.
