Assists the Elections Administrator and Voter Registration Coordinator by performing various clerical tasks required for the management of voter registration and elections. Serve as English-Spanish Bilingual Coordinator and translator for voter registration and elections. Will be crossed trained with other personnel.

Essential Duties and Responsibilities • Process daily incoming and outgoing mail. • Responsible for tracking the number of outgoing Voter Registration Confirmations. • Answer main telephone line, greet office visitors, and assist public with voter registration questions. • Maintains office and election supplies. Prepare orders, receive, and stock office and election supplies as needed. • Performs data input and retrieval functions utilizing a variety of software programs for elections and voter registration. • Assist in maintaining voter registration database including adding new registrants, processing address confirmations, voter registration cancellations, probates, the State Exemption list, rejections, duplicate voters, suspensions and processing voter notifications for a portion of the alphabet. • Work the Midland County Death list per assignment schedule. • Assist in maintaining Elections website, posting updates as needed along with any necessary notices and reports. • Prepares Early Voting and Election Day supply wagons and supplies, combination forms, required forms, instruction manuals for the election judges, and other required computer-generated materials. • Responsible for receiving and reviewing paperwork returned post-election to insure all required signatures are present. • Responsible for Assisting Election Judges with transporting election supplies to vehicles at the time of pick up. • Keep a checklist of all supplies that the Presiding Judge picks up and returns at the end of Early Voting and Election night. • Assist voters with locating voter registration records when unable to be located at a polling location. • Assist in conducting training for election judges and clerks. • Assist in programming election equipment. • Troubleshooting equipment during elections at various locations. Requires use of personal vehicle. • Local and out of county travel is a requirement. • Weekend work and overtime in preparation for an election, during an election, and immediately after an election is a requirement. • Performs other such related duties as may be assigned by Elections Administrator/Assistant.

Qualifications, Education, and/or Experience Requires high school graduation or equivalent, and 3 years office experience and public interaction or equivalent combination of education and experience. Valid Texas Drivers License, bondable, Registered Voter

Knowledge, Skills, and/or ability Knowledge of election and voter registration processes and terminology. Proficiency in word processing, spreadsheet development, and database software applications (Word, Excel, Access); detail oriented; ability to meet deadlines; self-motivated and able to work well under pressure; demonstrates a professional attitude and appearance. Punctual for work and meetings. Stay up to date with procedures and processes.

Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to sit, reach with hands and arms; talk and hear. The employee is required to stand and walk occasionally. Employees must occasionally lift and/or move objects weighing up to fifty (50) pounds, such as ballot boxes, election voting equipment, election supply wagons, printers, records, and reports. Specific vision abilities required by this job include close vision and ability to adjust focus.

Irregular, sometimes long hours in preparation of and during elections; driving is required in your personal vehicle, within the county; stress related to deadlines and regulations; weekend work is required during elections; overnight travel is required at least once per year for Annual Election Law Seminar.

Work Environment Indoors, office environment; during elections, job may require tasks to be performed in various locations throughout the county to coordinate voting

Health / Dental Insurance Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. Long Term Disability Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county.

Cafeteria Plan All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and/or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.

Deferred Compensation Plans Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.

Retirement Plan The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75".

Death Benefit Plans There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.

Supplemental Death Benefits Fund If an employee dies, his or her beneficiary will receive a lump sum payment equal to one years compensation, based on the employees most recent regular rate of pay for the employees regular position.

Survivor Annuity Death Benefit To be eligible for this death benefit, the employee must be a participant in T.C.D.R.S. and must have completed at least four (4) years of service with Midland County

Social Security All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.

Workers Compensation All employees of the county are covered by the workers compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.

Leave Time Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.

Free Wellness Clinic for anyone over the age 3 covered by Midland Countys insurance.

Employee Assistance Program Longevity Pay Upon completion of one (1) year of service, each employee receives longevity pay. Longevity pay is paid at a rate of sixty dollars ($60.00) per year of service to the county. This longevity pay is pro-rated and paid on a pay period basis.

Teladoc Services as of 1/1/19 This service gives you access to a medical professional via the internet at no charge to the employee. To use this service you must be covered under the County medical plan and register with Teladoc.
