    Technical Lead - Health Information Systems & Digital Health

    Location: Namibia

    Level: Senior

    Reports to: Country Director

    Position Summary:

    The Technical Lead - HIS & Digital Health serves as the lead architect and advisor for the strategic planning, design, and implementation of national digital health solutions in Namibia. This role oversees the integration and optimization of multiple health information platforms, including DHIS2, EMRs, and interoperability layers, to ensure data-driven health system strengthening. The Technical Director collaborates closely with the Ministry of Health, United States Government (USG), Office of the Prime Minister, and implementing partners to promote the adoption of scalable, sustainable, and interoperable digital systems. The position plays a critical leadership role in aligning technical interventions with national health priorities, ensuring quality implementation in line with national strategies, and fostering local capacity for long-term system ownership.

    Key Responsibilities:

    • Provide strategic technical leadership for the development, implementation, and strengthening of national digital health systems.
    • Lead the design of system architectures that support interoperability, data governance, and cross-platform integration.
    • Ensure alignment of all digital health interventions with MoHSS strategies, global standards, and country needs.

    Supervise and mentor a multi-disciplinary technical team working across HIS domains (e.g., DHIS2, eCHIS, EMRs, EDT, FESC).

    • Oversee quality assurance processes to ensure effective deployment, usability, and performance of digital tools.
    • Facilitate coordination between system developers, product managers, government counterparts, and implementing partners.
    • Support national digital governance, policy development, and standard operating procedures for digital systems.
    • Lead capacity-strengthening initiatives to build national and regional expertise in digital health architecture and management.
    • Contribute to donor reporting, strategic planning, and documentation of lessons learned and best practices.
    • Guide technical teams during system design, customization, and implementation phases.
    • Support MoH and partners in evaluating, selecting, and adapting appropriate technologies and architectures.
    • Work with MoH and partners to troubleshoot real-time integration challenges in production environments.

    Qualifications:

    • Masters degree in health informatics, Information Systems, Computer Science, or related fields. Candidates with a bachelors degree and significant relevant practical experience (10+ years) will also be considered.
    • At least 10 years of progressive experience in digital health systems, with a minimum of 5 years in a senior technical leadership role.
    • Deep expertise with major digital health platforms and standards (e.g., DHIS2, OpenHIE, OpenMRS/, EDT, ePMS Quantum, FHIR, HL7).
    • Demonstrated experience leading large-scale digital health projects, preferably in Namibia or similar low-resource contexts.
    • Strong understanding of national health systems, data use ecosystems, and digital governance structures.
    • Excellent interpersonal, leadership, and stakeholder engagement skills, especially in multisectoral and government-facing environments.
    • Proven ability to manage and mentor technical teams across diverse digital domains.
    • Fluency in English requiredand another local language is a plus.
    • Must be legally authorized to work in Namibia and provide proof of work eligibility upon request.
