Technical Lead/Platform Engineer

The objective is to deliver full lifecycle support for scientific platforms—covering installation, configuration, operation, maintenance, data processing, security, user enablement, and continuous innovation within available contract capacity. These services shall ensure platforms remain high-performing, compliant, well-documented, and optimized for scientific productivity. The base period focus for scientific platforms is primarily steady-state operations and sustainment, with potential modernization activities to be scoped and defined at the task-order level. 

The contractor shall install and configure hardware, software, services, APIs, laboratory system interfaces, and storage components supporting scientific platforms. This task requires performing acceptance testing and ensure all systems meet specifications and are operational within required timelines. 

Task requirements include but are not limited to the following: 

-Document hardware, software, network, and integration setups and changes. 

-Provide living system architecture, installation logs, configuration files, environment variables, and dependency mappings. 

-Provide test scripts, validation results, performance testing, and final sign-off documentation when necessary. 

-Perform platform and system installation, configuration documentation, and platform 

implementation activities. 

-Provide or develop updated configuration settings, standard operating procedures (SOPs), data flow diagrams, and environment documentation.

-Maintain log(s) such as, but not limited to, patch schedules, update history, firmware versions, and system changes. 

-Provide Incident & Resolution Report(s) such as, but not limited to, ticket logs, root cause 

analyses, and corrective actions for issues encountered. 

-Manage and notify federal leads of software licensing renewal needs. 

-Develop and maintain data workflows, retention rules, governance requirements, and access frameworks.

-Develop and maintain pipelines, transformations, metadata standards, and versioning 

procedures. 

-Develop and maintain storage architecture, encryption status, backup procedures, and access permissions. 

-Develop and maintain quality checks, data validation metrics, and exception handling 

documentation. 

-Develop and provide innovation roadmaps, technology evaluations, improvement 

recommendations, optimization reports, and continuous improvement documentation. 

-Develop and communicate future enhancements, new technologies, and adoption pathways. 

-Provide pilot assessments, feasibility studies, and integration recommendations. 

-Provide platform improvement recommendations to encourage performance improvements, workflow enhancements, and modernization strategies. 

-Provide continuous improvement logs and document changes, innovations implemented, and measurable impacts.
