Responsibilities:

At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, proactive experts and professionals. We are actively seeking a Technical Program Analyst to support a DHS mission and technology program that identifies, evaluates, documents, and transitions emerging commercial technologies for operational users.  These emerging technologies stem from both new and ongoing Research and Development, and focus on Test and Engineering of these technologies (RDT&E). 

 

DHS needs adaptable analysts who can support planning, coordination, documentation, research, logistics, data tracking, and stakeholder engagement. The Technical Program Analyst will bring technical curiosity, program discipline, and a willingness to proactively engage across a wide range of mission support activities.

 

Role focus:  This role is intended for an early-to-mid career technical program analyst who can support program management, documentation, data tracking, stakeholder coordination, and emerging commercial technology activities with energy and attention to detail.  

This work is performed on client site in Washington, DC or at remote sites as required in accordance with the requirements of the contract. Applicants must be located within the National Capital Region.

Responsibilities may include, but are not limited to:

  • Supporting T&E program coordination: Maintain schedules, meeting notes, action trackers, decision logs, risk lists, stakeholder lists, and project status materials.
  • Assisting with T&E technology activities: Supporting technology scouting, market research, vendor engagement tracking, demonstration planning, assessment preparation, and field activity documentation.
  • Supporting T&E data and reporting: Helping collect, organize, clean, and summarize information for metrics, dashboards, status reports, leadership briefings, and after-action materials.
  • Preparing documentation: Drafting and editing project materials, trip itineraries, user feedback summaries, capability support materials, meeting readouts, and technical or programmatic summaries.
  • Coordinating T&E logistics and stakeholders: Support workshops, working groups, field assessments, technology demonstrations, training events, and cross-team coordination.
  • Tracking requirements and follow-up: Helping gather stakeholder inputs, route questions, track open actions, and maintain source-of-truth files in collaboration platforms.
  • Supporting technology assessment transition activities: Assisting with asset tracking, sustainment planning, training documentation, transition memos, disposition materials, and deployment readiness support.
  • Contributing where needed: Providing flexible analytical, administrative, operational, and technical program support as mission priorities evolve.

Physical Requirements & Work Environment

  • Field Mobility:Ability to walk and stand for extended periods (up to 4–8 hours) while conducting site assessments, inspections, or equipment evaluations on varied terrain including paved surfaces, gravel, and uneven ground.
  • Lifting/Material Handling: Ability to lift, carry, push, or pull materials weighing up to 25 pounds unassisted; occasionally required to move heavier items with assistance or mechanical aids.
  • Driving: Requires a valid driver's license and the ability to operate a motor vehicle for travel to field locations.
  • Physical Engagement:Frequent bending, stooping, kneeling, reaching overhead, and climbing stairs or ladders as required during site inspections and equipment evaluations. Requires sufficient manual dexterity to operate standard office equipment and hand tools.
  • Travel:This position requires travel up to 25% of the time, including to remote or austere field locations with limited amenities. Work may occur in outdoor environments subject to varying weather conditions.
  • Work Environment:May include exposure to outdoor elements, industrial or construction-adjacent settings, and environments with limited infrastructure.
Required Qualifications:
  • Bachelor's degree + 3 or more years of relevant experience
  • U.S. Citizenship.
  • Ability to obtain DHS Suitability determination and satisfy DHS background investigation.
  • Degree or experience in engineering, science, data analytics, operations research, homeland security, public policy, logistics, business, or a related discipline.
  • Experience supporting technical programs, project coordination, research, analysis, documentation, logistics, stakeholder engagement, or mission-support activities.
  • Ability to organize information, track details, manage competing priorities, and follow through on action items in a fast-moving environment.
  • Strong written and verbal communication skills, including the ability to draft clear notes, summaries, status updates, and briefing inputs.
  • Experience using Microsoft Office, Excel, PowerPoint, SharePoint, Teams, or similar collaboration and reporting tools.
  • Must have a valid driver's license. 
  • Ability to travel up to 25%.
Desired Qualifications:
  • DHS suitability, CBP background investigation, or Secret Clearance.
  • U.S. Citizenship required.
  • Experience supporting DHS, DoD, the Intelligence Community, or other federal mission partners.
  • Experience supporting technology scouting, market research, field assessments, demonstrations, workshops, or operational pilots.
  • Experience with Test and Evaluation activities related to new technologies
  • Experience with sensor integration 
  • Experience with data organization, dashboards, trackers, user surveys, after-action reports, or technical documentation.
  • Experience using Excel, Power BI, Tableau, Python, R, Jira, Smartsheet, SharePoint, Teams, or kanban-style action tracking tools.
  • Familiarity with emerging technology areas such as AI/ML, cybersecurity, biometrics, sensors, communications, screening, inspection, logistics, or operator support.
  • Familiarity with federal documentation, compliance support, FOIA support tracking, PTA, ATT, ATO, or technology transition artifacts.
  • Professional certification or training in project management, data analytics, Agile, Lean Six Sigma, systems engineering, or related disciplines.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range: USD $78,900.00 - USD $123,300.00 /Yr.
