We work with dozens of partner teams internally and dozens of external partners facilitating applied intelligence processes to deliver leading intelligence products. Core to all our impact is our people; working across various disciplines in concert with world-class collections systems and data to identify and track threats, resulting in intelligence production and threat disruption at world-scale. \n \nAs a Technical Program Manager II focusing on SPEAR intelligence operations, you will work with our area leads to execute on intelligence operations tasks, requirements, and production needs across all intelligence operations efforts within SPEAR. You will work closely with business stakeholders, data analysts, data engineers, and developers to understand data needs, define data standards, and ensure data quality and security.\n \nYou will have the opportunity to organize, define, and maintain tracking across a significant breath of threat intelligence capabilities, ultimately driving clarity internally and improving our ability to have impact on threat actors while serving our valuable intelligence consumers. Scope and communicate requirements to analysts to enable effective threat analysis.\n Translate business requirements into technical specifications, including data streams, integrations, transformations, and databases.Develop and maintain operational reporting, dashboards, and metrics to measure workload, performance, customer demand, and business impact.Communicate effectively with team members, stakeholders, and customers to create partnerships while understanding impact, satisfaction, and overall feedback.\n Support operational readiness through process documentation and SOP development.\n \nQualifications\n \nRequired/minimum qualifications:\n\n Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development\n OR equivalent experience.\n \n\n 1+ year(s) of experience managing cross-functional and/or cross-team projects.\n \nOther Requirements:\n\n Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Lawful permanent residents, refugees, and asylees may verify status using other documents, where applicable.\n Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.\n \n\n \nAdditional or preferred qualifications\n\n Bachelor's Degree AND 5+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.\n 4+ years of experience managing cross-functional and/or cross-team projects.\n 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).\n 2+ years of broad experience in cyber security or intelligence\n Demonstrable knowledge and experience with business management systems (Azure Dev Ops, Dynamics 365) and data analysis systems (Power BI, Azure Data Explorer, Kusto Query Language, Tableau, Grafana, etc.).\n Proven ability to synthesize complex technical and business information, create clarity across diverse groups, and drive alignment toward a common objective.\n Written and verbal communication skills, with the ability to effectively interact with analysts, engineering teams, leadership, and stakeholders.\n Ability to work independently and as part of a team in an agile and rapidly evolving environment.\n* Willingness to learn new approaches to work (with new systems, AI, processes, etc.) \n \nTechnical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $102,100 - $202,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $133,800 - $219,200 per year. \n \nCertain roles may be eligible for benefits and other compensation.
