Job Summary:
The Technical Program Manager provides project management leadership on large-scale, complex, and high-risk I&IT initiatives. This role ensures project deliverables meet business requirements related to scope, timeline, and budget, while maintaining compliance with established project management frameworks.
The position requires strong expertise in governance, stakeholder management, budgeting, and risk mitigation, with a focus on delivering efficient, cost-effective solutions across cross-functional teams.
Key Responsibilities:
Lead large-scale, high-profile I&IT projects ensuring alignment with business objectives
Develop and maintain detailed project schedules and integrated plans
Monitor and forecast project costs, ensuring financial targets are met
Manage project scope, deliverables, and timelines
Promote adherence to project management methodologies and best practices
Coordinate and monitor project processes, guidelines, and procedures
Source, onboard, and manage project resources including consultants and internal staff
Resolve resource conflicts and ensure knowledge sharing across teams
Develop and manage complex project budgets across multiple funding streams
Identify risks proactively and implement mitigation strategies
Communicate risks and issues to senior executives and stakeholders
Facilitate steering committees and stakeholder forums
Provide reporting across project, program, and portfolio levels
Drive change management strategies throughout the project lifecycle
Required Experience:
Proven experience managing large-scale IT programs or projects
Experience developing and managing project schedules, budgets, and deliverables
Strong knowledge of project governance, risk management, and compliance frameworks
Experience coordinating cross-functional teams and stakeholders
Ability to manage complex project budgets and financial reporting
Strong communication and leadership skills
Nice-to-Have Experience:
Knowledge of Project Management Body of Knowledge (PMBOK)
Understanding of Information Management principles and practices
Familiarity with Accessibility for Ontarians with Disabilities Act (AODA)
Experience with software, hardware, and technology acquisition
Experience managing project conflicts and stakeholder expectations
