We're seeking a Technical Program Manager to lead a large-scale DevSecOps and cloud modernization initiative. This role is for someone who can bring structure to complexity, guide teams through ambiguity, and drive meaningful outcomes in fast-moving environments.
You'll lead the full lifecycle-from shaping strategy and assessing current state environments to driving implementation and scaling modern, automated, and resilient solutions. Along the way, you'll help build systems (and teams) that are designed to last.

Responsibilities
Lead delivery of a large-scale DevSecOps and cloud modernization program
Shape strategy and lead assessments across applications, pipelines, cloud environments, and operations
Turn insights into action by defining clear roadmaps, priorities, and execution plans
Build and scale modern DevSecOps practices (CI/CD, infrastructure as code, automated testing, integrated security)
Lead discovery and service design efforts to uncover real user and operational needs
Drive implementation of cloud-native platforms and modernization of applications
Champion automation, standardization, and self-service to improve how teams build and deliver
Ensure solutions are secure, reliable, scalable, and built for real-world use
Navigate risks, dependencies, and trade-offs with clarity and confidence
Build, mentor, and grow high-performing, multidisciplinary teams
Qualifications
Required
Ability to obtain andmaintaina U.S. government clearance
Bachelor's Degree and10+ years of experience leading technology delivery, programs, or consulting engagements
Experience leading DevSecOps and cloud modernization efforts
Experience shaping strategy, conducting assessments, and building actionable roadmaps
Experience delivering multi-phase transformation initiatives
Experience with CI/CD pipelines, infrastructure as code, automated testing, and modern delivery practices
Experience working with cloud platforms (AWS, Azure, or GCP) and DevSecOps toolchains
Experience with solution architecture and service design in enterprise environments
Familiarity with human-centered design methods (e.g., discovery, journey mapping, service blueprinting)
Experience with distributed systems, APIs, integration patterns, and containerized environments
Ability to translate complex needs into practical, scalable solutions
Strong communication, leadership, and stakeholder engagement skills
Preferred
PMP or Scrum Master certification
Cloud certifications (AWS, Azure, or GCP)
Experience with platform engineering or software factory models
Familiarity with modern data platforms or data architectures
Experience working in or with the federal government
Familiarity with security and compliance frameworks (e.g., NIST, FedRAMP)

Steampunk relies on several factors to determine salary, including but not limited to geographic location, contractual requirements, education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $140,000 to $200,000. The estimate displayed represents a typical annual salary range for this position.
