Position Overview
The ARM Institute is seeking an experienced Technical Program Manager to oversee a portfolio of advanced robotics and manufacturing initiatives.  Reporting to the Director of Technology Initiatives, this role is responsible for managing complex technical projects from planning through execution, ensuring project deliverables, budgets, schedules, and contractual requirements are successfully achieved.

Working closely with industry, government, academic, and startup partners, the Technical Program Manager will coordinate cross-functional teams, monitor project performance, mitigate risks, and foster collaboration to deliver innovative solutions that strengthen U.S. manufacturing.

This hybrid position requires occasional onsite work at ARM Institute’s Pittsburgh office located in Hazelwood.  U.S. Citizenship is required.

Responsibilities

  • Manage technical projects to ensure deliverables are completed on time, within budget, and in accordance with contractual requirements.
  • Coordinate project resources, schedules, and activities while monitoring progress against project milestones and deliverables.
  • Oversee project planning, execution, and verification activities while ensuring compliance with scope, quality, schedule, and cost objectives.
  • Monitor project performance, budgets, and forecasts, proactively identifying risks and implementing mitigation strategies as needed.
  • Conduct project reviews and assess project schedules, budgets, risks and overall performance.
  • Prepare and present project status reports, performance metrics, and recommendations to leadership and key stakeholders.
  • Serve as the primary point of contact for project partners and sub-awardees, providing guidance and facilitating effective communication.
  • Develop and improve project management processes, best practices, and documentation that support ARM’s strategic objectives.
  • Support compliance with program contracts, sub-awards, financial requirements, deliverables and reporting obligations.

Qualifications
Required Qualifications
  • Bachelor’s degree in Engineering, Physical Science, or a related technical field; equivalent demonstrated experience may be considered.
  • Minimum of five years of experience managing complex technical or engineering programs.
  • Demonstrated ability to manage multiple projects, priorities, budgets, and stakeholders in a dynamic, fast-paced environment.
  • Strong analytical, organization, problem-solving, and communication skills.
  • Ability to collaborate effectively with cross-functional teams and external partners.

Preferred Qualifications
  • Project Management Professional (PMP), PMI certification, or equivalent project management certification.
  • Experience managing government-funded research or manufacturing programs.
  • Experience working with robotics, advanced manufacturing, automation, or Manufacturing USA® initiatives.
