Job Summary

Technical Project Managers
Establish project teams and provide overall direction for technical projects from initiation through to delivery. Perform project requirements, estimation, and budget management. Formulate project scope and delivery strategies and establish milestones/schedules. Maintain and report project status and monitor progress of all team members. Gather required data from end-users to evaluate objectives, goals, and scope to create technical specifications. Serve as liaison between technical and non-technical departments in order to ensure that all targets and requirements are met. Keep leadership informed of key issues that may impact project completion, budget, or other results.

The Technical Project Manager is responsible for leading the planning, execution, and successful delivery of complex IT and telecommunications projects from initiation through completion. This role ensures projects are delivered on time, within scope and budget, while aligning technical solutions with organizational goals and business objectives. The Technical Project Manager collaborates with cross-functional teams, stakeholders, vendors, and leadership to deliver high-quality technology solutions using Agile and industry best practices.

Minimum Qualifications
Education and Experience
• Bachelor's degree in Business Administration, Management Information Systems, Computer Science, Information Technology, or a related field.
• Minimum of seven (7) years of progressively responsible project management experience leading technical or IT-related projects.
• An equivalent combination of education and relevant professional experience may be considered in lieu of a bachelor's degree. Generally, one (1) year of directly related professional experience may substitute for one (1) year of required education, at the discretion of the hiring manager.

Responsibilities
• Lead the planning, execution, monitoring, and successful delivery of multiple concurrent IT projects.
• Define project scope, objectives, deliverables, schedules, milestones, and success criteria.
• Develop and maintain comprehensive project plans, timelines, and resource allocations.
• Monitor project progress and proactively adjust plans to meet changing business and technical requirements.
• Identify project risks, issues, dependencies, and constraints, and implement effective mitigation strategies.
• Ensure projects are completed on schedule, within budget, and in alignment with organizational priorities.
Technical Leadership
• Lead cross-functional technical teams throughout the project lifecycle, from project initiation through implementation and closeout.
• Gather, analyze, and document business and technical requirements, translating them into actionable project plans.
• Coordinate technical resources, vendors, and stakeholders to ensure successful solution delivery.
• Serve as the primary liaison between business stakeholders and technical teams to ensure clear communication and alignment.
• Support solution design, implementation planning, testing, deployment, and operational readiness.
Team Leadership and Communication
• Foster a collaborative, accountable, and high-performing project team environment.
• Facilitate project meetings, Agile ceremonies, and stakeholder discussions.
• Communicate project status, milestones, risks, issues, and decisions to executive leadership and project stakeholders.
• Build strong working relationships across departments, vendors, and customer organizations.
• Resolve project conflicts and remove obstacles to maintain project momentum.
Budget, Governance, and Reporting
• Develop and manage project budgets, forecasts, and resource utilization.
• Maintain project documentation, schedules, change requests, risk registers, and decision logs.
• Ensure compliance with organizational project management methodologies, governance standards, and change control processes.
• Track project performance using key metrics and provide regular executive-level reporting.
• Ensure project deliverables meet technical requirements, quality standards, budget expectations, and established deadlines.

Preferences
Preferred Qualifications & Experience
• Certified ScrumMaster (CSM) or equivalent Agile certification.
• Project Management Professional (PMP), CompTIA Project+, Certified ScrumMaster (CSM), or other project management certification, or the ability to obtain certification within an agreed-upon timeframe.
• Experience managing information technology, telecommunications, or network infrastructure projects.
• Experience working in higher education, government, or other public-sector organizations.
• Experience leading projects using Agile, Scrum, or hybrid project management methodologies.
• Strong knowledge of project management tools, risk management, stakeholder engagement, budgeting, and project governance.
• Experience supporting K-12, higher education, healthcare, government, or enterprise network environments.
• Working knowledge of BGP, MPLS, Ethernet transport, dark fiber, Internet services, SD-WAN, and wireless backhaul technologies.
• Demonstrated experience managing the end-to-end installation and delivery of telecommunications circuits across multiple service providers (e.g., Lumen, Zayo, Comcast, AT&T, etc.).
• Strong knowledge of inside plant (ISP) and outside plant (OSP) fiber infrastructure, including design, installation, testing, and coordination.
• Experience with the deployment and implementation of DWDM, LAN, WAN, and carrier network technologies.
• Solid understanding of networking concepts, including routing and switching protocols, network hardware, fiber optics, optical transceivers, and telecommunications infrastructure.
• Ability to conduct customer site visits to assess project requirements, define scope, evaluate DMARC locations, and coordinate service delivery with customers, contractors, and telecommunications providers.
• Experience managing telecommunications requirements for new construction, remodels, and existing facilities, including utility coordination, pathway planning, and infrastructure readiness.
• Proven ability to manage and resolve escalations involving critical network services while coordinating with internal stakeholders, vendors, and telecommunications carriers.
• Comprehensive understanding of the telecommunications circuit lifecycle, including feasibility, design, ordering, provisioning, implementation, testing, activation, documentation, billing validation, maintenance, renewals, and decommissioning.
• Experience coordinating multiple concurrent telecommunications projects while managing schedules, risks, budgets, dependencies, and stakeholder communications.
• Strong customer service, vendor management, negotiation, and problem-solving skills with the ability to communicate effectively with both technical and non-technical audiences.
Nice-to-Have Qualifications
• Experience supporting K-12, higher education, healthcare, government, or enterprise network environments.
