Client is seeking a Technical Specialist – Expert that will provide dedicated support to the STOC and Transportation Mobility & Safety by working directly with staff to understand their needs and translate them into effective GIS solutions.
  • The candidate will need to come on-site on the first day to collect equipment.
  • All candidates must be local to the Triangle region of North Carolina.
  • This position may require on site attendance when business needs warrant in person participation, such as scheduled meetings or other task specific activities.

Client is seeking a Technical Specialist – Expert that will provide dedicated support to the State Traffic Operations Center (STOC) and Transportation Mobility & Safety by working directly with staff to understand their needs and translate them into effective GIS solutions. This role is responsible for collaborating closely with TM&S staff, observing workflows, gathering requirements, and proactively identifying GIS opportunities that improve routing, signal operations, incident management, and related systems. The specialist communicates complex GIS concepts to non-GIS staff, asks clarifying questions to shape projects, and ensures solutions are aligned with both STOC needs and GIS Unit standards. The position manages STOC related GIS projects, participates in STOC meetings, and develops applications, dashboards, and mapping tools that support real time operational decision making. The role requires strong interpersonal skills, adaptability, and the ability to quickly learn technical subject matter in a high paced, operational environment.

This position will require a robust knowledge of ArcGIS Online, the Esri Software Suite, and ArcGIS Enterprise. The candidate must be able to build web mapping applications independently, publish hosted and referenced feature services, and understand the life cycle of GIS products from requirements gathering to databases, schema creation, cartography, application development, and maintenance.

Note: Candidates must be willing and able to perform 12+ hour days in the event of a major emergency activation, including evenings, weekends, and holidays. The ideal candidate will be able to travel to and from the STOC in Raleigh for in-person support during a major activation lasting >5 days. The State will not cover this travel expense, and it must be budgeted and supplied by the contracting firm. Candidates will be paid a flat hourly rate during approved overtime hours, if required. Preference will be given to candidates that live within <1 hour commute to STOC.

The ideal candidate will be able to shadow meetings, listen to issues, and independently identify potential GIS solutions based on complex issues. The ability to quickly generate solutions and describe them to non-IT personnel is essential to this role. Documentation, organization, and communication skills are required. The Specialist-Expert will oversee the Specialist-Junior and must be able to delegate work appropriately, both to the Junior and to other GIS staff where necessary during emergency support.

A sample of work is required as part of the submission for this position. A sample of work can include documentation of a GIS process, a cartographic map, a report on a GIS solution, or a link to a GIS application in which the candidate was the primary creator/developer.

Role/Responsibilities:

-Oversee Junior Specialist

-Triage GIS projects and determine independently when projects will require additional support from other GIS staff and be able to delegate appropriately.

-Attend STOC and TM&S operational meetings to observe workflows, understand emerging needs, and proactively identify where GIS tools can support real-time operations.

-Communicate regularly with TM&S staff, Hydraulics, ITS & Signals, and other operations teams to gather requirements, clarify requests, and translate operational challenges into actionable GIS tasks.

-Develop, update, and maintain GIS applications, dashboards, maps, and data layers supporting routing, signal operations, incident management, and other STOC functions.

-Troubleshoot user issues, provide GIS guidance to non-GIS staff, and ensure that GIS tools are intuitive, accessible, and aligned with both STOC workflows and GIS Unit standards.

-Monitor incoming STOC requests, manage and prioritize project tasks, and serve as the primary liaison between the GIS Unit and TSMO to ensure continuous communication, transparency, and follow-through.

-Continue to learn the operational environment (traffic signals, routing processes, ATMS/TIMS transitions, IMAP operations, etc.) to anticipate needs and recommend solutions the STOC team may not know to request.

-Support situational awareness during weather events or emergencies by producing on-the-fly maps, integrating real-time data (e.g., gauges, road conditions), and collaborating directly with operators.
