Technical Writer – Expert

This position ensures that the NC Health Information Exchange Authority (NC HIEA) process to execute MOUs, MOAs, vendor contracts, and other agreements is well organized and efficient. They will work closely with NC HIEA business leads and partners to draft MOUs, MOAs, vendor contracts, and other agreements. NC HIEA's contracts writer will proactively coordinate with NCDIT's Legal, Privacy & Security, Finance, and Procurement teams to ensure that all required information is provided, issues are addressed, and agreements satisfy the respective team's requirements.

The contracts writer will develop and maintain an organized repository of all NC HIEA agreements and related documentation and collaborate with business leads to ensure programs and services are in alignment with related agreements.

The NC Health Information Exchange Authority (NC HIEA) is a business unit within the NC Department of Information Technology's Data Division. The NC General Assembly established a state-managed Health Information Exchange Authority to oversee and administer the NC Health Information Exchange Network (NC HealthConnex). The NC HIEA is responsible for developing healthcare partnerships, statewide data integration, secure health information exchange, and supporting enterprise-level business intelligence initiatives that improve healthcare delivery across North Carolina.

• Draft and execute MOUs, MOAs, vendor contracts, and other agreements.
• Coordinate with Legal, Privacy & Security, Finance, and Procurement teams to complete contract requirements.
• Develop and maintain a centralized SharePoint repository for contracts and related documentation.
• Collaborate with NC HIEA business leads to ensure programs and services align with executed agreements.
• Support NC HealthConnex and Health Information Exchange initiatives through effective contract administration and documentation.
