VISTA Technology Services, Inc. (VISTA) is seeking a Technical Writer II to support a DISA PEO Services (SD) contract located at Ft. Meade, MD. This is a hybrid position. The successful candidate will have experience providing technical documentation, program administrative support, performance metric support, and program review support to an IT Business Systems Portfolio team.

Responsibilities:

Technical Writing & Documentation Support

  • Produce high-quality technical documentation in support of DISA and DoD requirements, including:
    • Compliance documentation for agency governance boards and panels
    • Updates to Chairman, Joint Chiefs of Staff Manuals in support of SD3
    • Engineering documents, system diagrams, and acquisition lifecycle documentation
    • Program oversight, strategy, and regulatory documentation
  • Develop and maintain technical documents supporting PMO engineering, acquisition, and compliance activities, ensuring deliverables are:
    • Accurate
    • Clearly written for both technical and non-technical audiences
    • Delivered on schedule and in proper government-required format
  • Translate complex technical, engineering, and programmatic information into clear, concise documentation to support decision-making and mission execution
  • Assist the PMO in overcoming schedule and performance blockers by ensuring timely submission of compliant, complete, and user-focused deliverables
  • Maintain document consistency, formatting standards, and version control across program artifacts

Presentation Design & Communication Support

  • Enhance materials to improve design, layout, typography, and content flow
  • Conduct research, fact-check content, and edit materials to ensure accuracy, clarity, and consistency
  • Develop executive-level briefings, presentations, and visual aids (charts, graphics, diagrams) in alignment with DoD standards

Program Management & Portfolio Support

  • Provide program management support to IT Business Systems Portfolio teams developing and integrating contract, CRM, financial, and personnel systems
  • Support baseline reviews, release and configuration management, and integrated scheduling activities
  • Develop and maintain key program artifacts, including WBS, LCSP, RTM, CONOPS, and OEP
  • Support performance metric planning and baseline development for cost and schedule tracking

Meetings, Coordination & Reporting

  • Attend and support DoD meetings, working groups, and program reviews
  • Develop program briefings, slides, charts, and presentations
  • Maintain program task lists and trackers
  • Draft, edit, and disseminate meeting minutes and action items
  • Schedule and coordinate meetings (e.g., Fielding Decision Reviews, Operational Test Readiness Reviews, Weekly Release Management), including logistics and conference setup
  • Coordinate baseline package reviews for Configuration Review Board (CRB) approvals
  • Draft after-action documentation, review release documentation, and maintain documentation repositories

Stakeholder Engagement

  • Communicate effectively with senior leadership, SES stakeholders, and cross-functional teams
  • Build strong working relationships across program offices and technical teams
  • Manage competing priorities, deadlines, and deliverables with strong attention to detail

Basic Qualifications:

  • Bachelor’s Degree AND 4 years of program management experience
    OR 6 years of relevant experience in lieu of degree
  • Experience supporting IT business portfolio development and integration teams
  • Experience with WBS, LCSP, RTM, and Integrated Master Schedules (IMS)
  • Advanced experience in data tracking, analysis, and reporting within a program office
  • Experience preparing briefings, presentations, meeting minutes, and action tracking
  • Experience working with external stakeholders, Senior Executive Staff (SES), and Division Chiefs
  • Familiarity with Defense Enterprise Portal Service or similar government tools
  • Proficiency in MS Office (Word, Excel, PowerPoint), Teams, and SharePoint
  • Active DoD Secret Clearance required

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,000.00 to $85,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
