Green Cell Consulting is seeking a highly qualified Technical Writer to support Marine Corps training and readiness. In this role, you will analyze, shape, and refine service-level policies and safety doctrines that govern Marine Corps ranges worldwide.

The Technical Writer analyzes service-level policy and guidance, develops written documentation, reviews technical publications, and provides recommendations for Marine Corps Range Training Area (RTA) and Special Use Airspace documentation. This role ensures accuracy, clarity, and compliance across Marine Corps range safety and training policy documentation.
Provide technical analysis and documentation support for updates to RTAM-sponsored orders and publications governing the Marine Corps Range Program, including MCO 3550.9A, MCO 3550.10, MCO 3550.12A, MCO 3570.1D, and Marine Corps Reference Publication 3-0C.
Update the annual Office of the Secretary of Defense (OSD) Sustainable Ranges Report and related OSD documentation, incorporating changes provided by the COR and identifying capabilities, limitations, and improvement milestones for Marine Corps ranges.
Assess and document range encroachment impacts (land, airspace, sea space, spectrum) in accordance with Secretary of the Navy Manual M-5216.5 (Correspondence Manual, Chapter 12 – Executive Correspondence).
Review Installation Range Management Plans and provide recommendations to ensure alignment with new doctrine, force structure, equipment changes, and range capability requirements.
Support five-year review cycles for Installation Range Management Plans across Marine Corps installations.
Attend OSD Personnel & Readiness quarterly Sustainable Ranges Working Integrated Process Team meetings (in-person or virtual), capture minutes, and prepare draft responses to taskers.
Review and provide written comments on TECOM technical documents including:
Marine Corps Strategic Health Assessments (2 per year)
TECOM Gap Analyses (3 per year)
TECOM Program Reviews (4 per year)
Attend annual Range Program Reviews and quarterly Mission Capable Ranges Working Group meetings, including preparation of agendas, minutes, and supporting documentation.
Produce an annual draft “State of the Ranges” report for distribution prior to the annual program review.
Provide technical review and written comments on range safety-related documents from DoD (3–4 annually), FAA (5–6 annually), OPNAV, and Marine Corps (10–12 annually), including impacts to range safety and management policy.
Review range communication, training systems, and instrumented range requirements to ensure safe and effective operations.
Evaluate range expansion documentation (up to 10 documents annually) and provide technical written analysis.
Provide environmental and operational analysis related to Marine Corps Range Training Areas (RTAs).
Review Special Use Airspace agreements and installation-level Letters of Agreement (LOA), Letters of Procedure (LOP), and Memoranda of Understanding (MOU) IAW OPNAVINST 3770.2, ensuring compliance with federal and service-level policy.
Active Secret security clearance required.
High School Diploma or equivalent required.
Bachelor’s Degree in English, Communications, Technical Writing, or related field preferred.
Minimum of five (5) years of experience in technical writing, administration, policy development, or related fields.
Experience supporting RTAM, DoD policy development, or military program management strongly preferred.
Strong understanding of military documentation standards and technical publication processes.

Prolonged exposure to outdoor training environments when conducting site visits.
Occasional travel to Marine Corps installations and working groups.
Qualification as an authorized company driver is required (valid driver’s license, insurance, and acceptable driving record).
