Responsibilities:

Telecommunication Engineering /Project Lead role will support the FTI-Sustainment Lead on enterprise network architecture, project engineering design, technical documentation, technical design review, systems integration, technical discussions / TIMs, and technical implementation activities supporting FTI-Sustainment.  This role will also be responsible for reviews of contractual proposals and providing oversight to ensure conformance and compliance with FAA standards and policies

 

The FAA is at a critical juncture in modernizing its mission-critical operational network, which has become obsolete and poses a significant operational risk impacting public safety.  During this modernization it is critical to sustain the integrity, security, and resiliency of the FTI network currently supporting the NAS while the TDM Replacement Program and Project LIFT address the rapid deployment of modernization enhancements across the FAA operational facilities and address emerging services across the NAS, balancing FTI and the next follow-on network to make smart decisions with respect to investment as well as future network capabilities.

 

Not staffing this position will result in project delays and failure to meet key program milestones.

  • Provide technical expertise on enterprise network architecture, design, integration, and implementation
  • Analyze and resolve enterprise network technical requirements and issues 
  • Develop requirements and review technical proposals, specifications, and documentation
  • Assess technical evaluations of proposals, specifications, and documentation with stakeholders
  • Manage configuration and version control of replacement components for the enterprise network in partnership with the integrator (i.e. L3H) 
  • Provide technical subject matter expertise for investment analysis
  • Provide technical expertise in support of Security Authorization Board (SAB) briefs for reviews of Sustainment enterprise network components
  • Provide Sustainment technical contents, and at times in-depth for various technical topics, for briefs: e.g. Executive briefs, PMO, stakeholder reviews, TIS/Tech Ops, JRC

 

Required Qualifications:
  • Bachelor’s degree from an accredited college in a related discipline with 9+ years of professional experience, or
  • Associates degree and additional 2 years experience would be acceptable. Minimum 11 years total is required, or 
  • Highschool degree and an additional 6 years experience would be acceptable. Minimum 15 years total is required, or
  • Masters Degree from an accredited college in a related discipline with 6 years of professional experience.
  • Ability to obtain and maintain a public trust (US Citizen OR green card Permanent Resident holder living in the US for at least 3 years)
  • Demonstrated experience supporting mission-critical or highly available operational network
  • Experience developing and reviewing technical requirements, engineering designs, specifications, and implementation documentation
  • Strong knowledge of enterprise networking technologies including routing, switching, WAN/LAN, transport services, network resiliency, and infrastructure modernization
  • Experience performing technical evaluations of contractor proposals, technical documentation, and engineering deliverables
  • Strong written and verbal communication skills with the ability to present technical concepts to executive and non-technical audiences
  • Experience supporting cybersecurity compliance, security authorization processes, or Security Authorization Board (SAB) reviews

 

Desired Qualifications:
  • Experience supporting the Federal Aviation Administration (FAA), National Airspace System (NAS), or other federal transportation or operational technology environments
  • Knowledge of FAA telecommunications infrastructure, sustainment operations, and modernization initiatives
  • Experience supporting large-scale network modernization or transformation programs
  • Familiarity with TDM replacement initiatives, IP migration strategies, and next-generation operational network architectures
  • Experience supporting investment analysis, technology assessments, and strategic modernization planning
  • Knowledge of FAA standards, policies, acquisition processes, and enterprise architecture governance
  • Experience supporting Joint Resources Council (JRC), PMO, Tech Ops, or executive-level technical briefings

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
