Telecommunications Manager 2

Texas Department of Public Safety requires the services of a Telecommunications Manager 2 who meets the general qualifications of Telecommunications Manager 2, Networking/Telecommunications and the specifications outlined in this document. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Public Safety and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Public Safety will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Provide leadership and oversight of Network Services operations, including WAN, LAN, wireless, SD-WAN, and network security platforms. Oversee daily operational activities, including incident management, problem resolution, and service availability. Serve as escalation point for high-priority network and infrastructure issues. Coordinate and prioritize workload across Network Services teams, including infrastructure and security-focused functions. Support ongoing and planned initiatives, including SD-WAN implementation and optimization Network monitoring and observability tools (e.g., ThousandEyes, AppDynamics) security integrations (e.g., Secure Workload, NGFW, identity services). Provide vendor coordination and oversight for network-related services and contracts. Ensure compliance with Agency security standards, policies, and regulatory requirements. Participate in change management processes and ensure proper documentation and approvals. Collaborate with Infrastructure Engineering, Data Center, Telecom, and Security teams to support cross-functional initiatives. Provide status reporting, risk identification, and mitigation planning to leadership. Maintain documentation of network architecture, processes, and operational procedures. Support knowledge transfer and continuity planning for the return of the permanent Network Services Manager.

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Minimum of seven (7) years' experience performing supervisory/management work including providing clear direction to subordinates; promoting teamwork and motivating others to accomplish goals. 7 Preferred Minimum of seven (7) years' of experience with administration, maintenance, and design of Cisco VoIP solutions is required. 5 Preferred Minimum of five (5) years' experience managing a networking team in a highly complex environment. 5 Preferred Experienced with implementation and support of 24x7x365 network, voice, and video environment.
