SUMMARY

Under the general direction of the Senior Supervisor, this position is responsible for performing technical and supervisory functions in the Amarillo Emergency Communications Center (AECC). Other duties include making decisions in regard to daily operations such as planning, coordinating, scheduling, assigning, and evaluating the work of emergency communications personnel, maintaining department records and responding to inquiries and complaints.

ESSENTIAL RESPONSIBILITIES

  • Supervises emergency communications personnel by directing and monitoring activities to ensure prompt and appropriate responses to requests for emergency assistance in compliance with policies and procedures.
  • Arranges work schedules and assignments, approved all overtime and time off of assigned employees.
  • Assumes the duties of the trainer in the event of a trainer shortage.
  • Assists with the development of budgetary recommendations and administrations.
  • Identifies system and equipment operations deficiencies and recommends potential solutions.
  • Maintains personnel and computer system records.
  • Resolves citizen and client agency complaints in the absence of the Senior Supervisor and provides training to client agencies when necessary.
  • Monitors safety conditions of the work environment.
  • Performs public safety dispatcher or call taker duties when needed.
  • Maintains good working relationships with associated agencies.
  • Fields and responds to complaints from citizens or responders or escalate as necessary.
  • Develops and is responsible for compliance with departmental policies and procedures.
  • Composes, types and edits a variety of documents requiring judgment as to content, accuracy and completeness with approval from the Senior Supervisor.
  • Assist management and administrative staff in enhancing the overall effectiveness of the Center.
  • Maintains high quality of performance from subordinates.
  • Inspects work in progress and upon completion.
  • As needed, trains employees on new or changed methods, policies, and procedures
  • Recommends personnel actions such as discipline and performance evaluations.
  • Manages the budget within the department.
  • Approves purchases up to $1,000 without approval from supervisor.
  • Provides input on department needs.
  • Participates in supervisory staff meetings.
  • Coordinates input on department needs.
  • Coordinates and participates in job-related training.
  • Leads staff meetings and committees in absence of Senior Telecommunications Supervisor.
  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Requires a High School Diploma or its equivalent and a a minimum of one (1) year of experience in a public safety dispatching environment with progressive increase in responsibility. Experience in various aspects of law enforcement, fire or EMS or post high school education in a related field can partially replace years of experience in public safety dispatch. Must be able to obtain and maintain the following licenses and certifications within the first 6 months in the position.: TCIC/NCIC Full Access, TLETS Training, Priority Dispatch for Fire, Medical and Police protocols, must be signed fully signed off on all floor disciplines, Intermediate TCLEOSE certifications, TCLEOSE (Texas Commission on Law Enforcement Officers Standards and Education) Basic Telecommunicator's course, APCO Fire Communications Certification and APCO Certified Training Officer Certification. Ability to pass a background investigation that included fingerprinting. Must pass a background investigation that includes fingerprinting. Valid Texas Driver's License required.

SUPERVISOR TRAININGS

Must attend City sponsored Supervisor Training Class and obtain APCO Communications Supervisor Certification within 1 year of appointment.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of the functions of public safety communications.
  • Knowledge of FCC rules and regulations.
  • Knowledge of and ability to use a computer and the required software.
  • Ability to operate highly technical computer applications, such as GIS or CAD.
  • Knowledge of the phone and radio systems design and operational concepts.
  • Knowledge of leadership, supervisory and Human Resource management techniques.
  • Possession of effective oral and written communication skills.
  • Knowledge of principles and practices of office and records management.
  • Ability to handle stressful and difficult situations in a professional, rational and logical manner.
  • Ability to exercise independent judgment and make decisions.
  • Ability to establish and maintain effective working relationships with staff, officials and the public.
  • Ability to problem solve.
  • Ability to establish policies for using, acquiring, and/or maintaining technology systems.
  • Ability to supervise, schedule, train and evaluate the work of others.

WORK ENVIRONMENT

The employee deals with crisis situations that require them to make major decisions involving people, resources, and property. Moderate to high levels of noise from computers, peripheral equipment and other staff. May view computer screen throughout the entire shift. Will be subject to extremely stressful environment; will be exposed to a variety of calls including but not limited to criminal activity and volatile situations.
