Temp Housing Code Policy Manager Scope of Work
EOHLC s Policy Team is seeking a Temporary Housing Code Manager to focus on several key building code changes that HLC and the Governor want to prioritize to make building more feasible.
While zoning designates what housing is technically allowed to be built in a community, the building code often determines what is economically feasible and is actually constructed. HLC doesn t currently have a seat on any of the board regulatory bodies for building code development and lacks the technical knowledge required to successfully advocate on the code change specifics. As a result, costs to build housing have dramatically expanded. Even though HLC s spending on affordable housing has increased over the past 5 years, the cost per unit increase has been just as high. Conversations with the LG, Governor, and Secretary Matias have pushed for HLC to determine ways to reduce the cost to build housing in general and the subsidy cost per affordable housing unit in particular.
Key Responsibilities:
HLC is currently leading on three major code-related policy changes that would be supported by the position:
1.Chairing the single stair technical advisory group created by a February executive order (with recommendations due in February 2027). From there, BBRS would need to take up those recommendations as part of their broader building code discussion in the summer/fall of 2027.
2.Introducing a code change amendment to change the definition of high-rise buildings to meet the national standard and make 6-8 story buildings more feasible. HLC plans to introduce a code change proposal in September 2026, with consideration and approvals occurring in the winter and summer of 2027.
3.Introducing several related code change amendments to make it more feasible to build small multifamily developments like triple-deckers. HLC plans to introduce a code change proposal in September 2026, with consideration and approvals occurring in the winter and summer of 2027.

This support would include:
"All code related research, cost assessment, recommendation drafting, and material creation for official meetings
"Preparing briefs for EOHLC Secretary on any code related policy development.
"Engagement with external stakeholders to gain information related to code changes.
"Drafting of actual code changes to be submitted to the BBRS.
Any additional support for the Assistant Director of Policy related to Building Code Development and Research

Preferred Qualifications:
"Familiarity with local and/or state building code
"Knowledge of historical changes to the state building code and process reforms necessary to approach future code changes.
"Research and discovery capabilities.
"Writing and material development skills needed to communicate research, findings, and code proposals.
"Strong attention to detail and accuracy
"Demonstrated good judgment in decision-making
"Ability to follow instructions and independently determine tasks needed to complete assignments
"Proficiency in Microsoft Powerpoint.
"Ability to communicate effectively with other Secretariats and external stakeholders.
