Description: The Birthing
Center is a level one low risk birth unit utilizing single room maternity care.
Care is provided incorporating Orem s theory of self-care and philosophy of
family centered care. Care is administered on inpatient or outpatient status.
The patient population includes obstetrical patients (antepartum, intrapartum
and postpartum), clean female surgical cases, newborn stabilization, normal
newborn care, pediatric patients during the Perinatal period. Cesarean births
are performed and recovered in the Birthing Center. Nursing personnel are
provided for therapeutic abortions performed on other units when staffing
permits.
Position Summary
" The Director of Women s & Children s Services is responsible for the 24/7 leadership, strategic direction, and operational oversight of the Labor & Delivery unit, postpartum/newborn services, and associated outpatient OB-GYN clinics.
" Ensures safe, high-quality, evidence-based care consistent with AWHONN, ACOG, AAP, CMS, and regulatory standards.
" Oversees safety programs, regulatory compliance, staffing, budgeting, and continuous quality improvement initiatives.
Patient Safety & Risk Management
" Leads a comprehensive perinatal safety program aligned with AIM safety bundles and AWHONN standards.
" Ensures implementation of standardized clinical protocols for obstetric emergencies.
" Oversees multidisciplinary simulation drills and emergency preparedness.
" Facilitates case reviews, event analysis, and safety action plans.
Evidence-Based Practice & Clinical Excellence
" Ensures clinical practice follows current evidence and national perinatal guidelines.
" Leads development and maintenance of clinical policies and procedures.
" Partners with perinatal educators for training, competencies, and EFM education.
" Supports shared governance and frontline nurse engagement.
Regulatory Compliance & Survey Readiness
" Maintains compliance with CMS, and state regulations.
" Ensures continuous survey readiness with audits, documentation, and policy updates.
" Oversees documentation quality including EFM, triage, and stabilization requirements.
Operational & Administrative Leadership (24/7 Responsibility)
" Provides leadership for all maternal child health operations across inpatient and outpatient areas.
" Maintains 24/7 operational responsibility for staffing, patient flow, and clinical escalations.
" Partners across all departments & disciplines across the continuum of care to coordinate operations.
" Provides on-call support as assigned and participates in hospital incident command during emergencies.
Staffing, Workforce Development & Culture
" Develops and manages staffing based on AWHONN guidelines and patient acuity.
" Leads recruitment, onboarding, evaluations, and retention activities.
" Promotes a culture of safety, accountability, and teamwork.
" Collaborates with HR and education teams for training and competency validation.
Quality Improvement & Data Management
" Leads perinatal quality improvement initiatives and data reporting.
" Monitors metrics such as maternal morbidity, cesarean rates, and newborn outcomes.
" Participates in state and national perinatal quality collaboratives.
Budget, Resource Management & Strategic Planning
" Develops and manages operational and capital budgets.
" Oversees staffing, supplies, and equipment planning.
