Job Description

The Temporary Equipment Operator is an employee of the Kenai Municipal Airport during the winter maintenance season. The Temporary Equipment Operator works under the direction of the Airport Operations Supervisor and is responsible for snow and ice control at the Kenai Municipal Airport. The Operator must operate graders, loaders, sanders, and blowers. Most hours worked are scheduled shortly in advance and largely dependent upon weather demands and the ability of the employee to work on short, call-out notice.

Essential Duties and Responsibilities

  • Operate graders, loaders, sanders, blowers, plow trucks, and runway brooms independently and without direct supervision.
  • Perform routine general maintenance of all equipment used in work, including, but not limited to, changing and installing tires; cutting edges on equipment, lubricating and fueling equipment, and mounting plows, sanders, and blowers.
  • Shovel and clean Airport runway and taxiway lights.
  • Screen, spread, clean up, maintain, and stockpile sand for use at the Airport.
  • Communicate effectively via radio, cell phone, and email.
  • Attend department training as required.
  • Perform other duties as assigned.

Minimum Qualifications

  • Be at least eighteen (18) years of age.
  • Possess experience demonstrating knowledge of standard practices used in the operation, repair, and maintenance of heavy equipment.
  • Possess a valid Alaska driver's license prior to operating a City vehicle. Applicants will be required to submit a Division of Motor Vehicles record upon request.
  • Possess a valid Alaska Class "B" commercial driver's license (CDL). This position is governed by the City of Kenai's Drug and Alcohol policy and Department of Transportation (DOT) CDL regulations. The successful applicant will be given a conditional job offer conditioned on the applicant receiving a negative result on a pre-employment drug test. Regulations also required the City to obtain drug and alcohol information and testing results from the Federal Motor Carrier Safety Administration (FMCSA). Past violations may make the applicant ineligible for hire unless the FMCSA verifies the applicant has successfully completed DOT's Return to Duty Requirements.
  • Possess experience demonstrating knowledge of potential hazards and safety precautions applicable to the work. The applicant should have basic knowledge and understanding of the rules and regulations of the Occupational Safety and Health Administration.
  • The applicant (or employee after hire) will be subject to background investigations, including but not limited to a criminal background check to meet security requirements for federal agencies regulating airport operations.
  • The employee must be available to work varying schedules, including weekend days and evenings, holidays, and shift extensions. The schedule may vary, and the employee may be required to perform work on weekends, nights, and respond to emergency call-outs when available.

DESIRABLE QUALIFICATIONS

  1. Experience working under Federal Aviation Administration requirements and at airports is highly desirable

  2. Movement Area Driver's Training and/or Pilot's license.

WORKING ENVIRONMENT The employee must be able to do strenuous work in all kinds of weather (e.g., low temperatures, winds, snow, ice, fog, direct sunlight) and on surfaces at, above, or below floor level. Duties are performed both indoors and outdoors in a varied working environment, during day and at night or in the dark, and often in inclement weather and in extreme temperatures. Inside work is usually in buildings, adequately heated, lighted, and ventilated. Noise from heavy equipment, hammers, saws, and other tools is frequent. Employee is sometimes exposed to electrical energy and moving objects/vehicles. The employee may be exposed to dust and other irritants and toxic/poisonous substances. The employee is required to drive a vehicle and perform the majority of work inside a vehicle, including operating radios and a cell phone. Personal protective equipment is provided and must be used in accordance with best practices, federal and state laws, and City/Department policies and operating procedures.

PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to use hands and fingers dexterously (e.g., operate hand and power tools, telephones, and radios); is regularly required to work both inside and outside in all types of weather; is regularly required to sit, stand, walk, stoop, crouch, lift, bend, and reach with hands and arms; is required to climb ladders; and is required to work in confined spaces. While performing the duties of this job, the employee is required to exert in excess of 60 pounds of force occasionally and/or in excess of 40 pounds of force frequently. The employee is frequently required to operate heavy equipment and sit for extended periods of time. The employee must be able to climb in and out of heavy equipment vehicles, work in small spaces, and must be able to perform strenuous work in inclement weather. Specific vision abilities required include close, distance and peripheral vision, the ability to adjust focus, and the ability to judge distances and spatial relationships. The employee must be able to hear and to talk and to communicate verbally in-person as well as on a telephone and radio.
