Test Manager (UAT) - Federal Oracle Consolidation & Modernization
Location: Hybrid with 10% onsite in Washington, DC

Position Summary
The Test Manager (UAT) will own the test strategy, planning, and execution for user acceptance testing on the Oracle Fusion platform, with a focus on the modules supporting the human capital side of a federal, government-wide systems modernization effort. The Time and Attendance module is a critical, named area of testing responsibility for this role, alongside core HR, personnel action processing, and self-service functions. This role holds a Public Trust position under HHS and is accountable for validating that configured Oracle modules meet agency business requirements before cutover and go-live. The Test Manager works directly with functional leads, technical delivery teams, and agency business owners to build test plans, coordinate UAT cycles, manage defect resolution, and certify readiness for production release.
Key Responsibilities
Develop and own the overall test strategy and master test plan for the program, covering system integration testing (SIT), user acceptance testing (UAT), regression testing, and cutover/go-live validation.
Lead planning and execution of UAT cycles in coordination with agency business owners, functional leads, and end-user testing participants.
Build and maintain test cases and test scripts mapped to business requirements across core HR, personnel actions, self-service, and time and attendance functions, with the Time and Attendance module treated as a critical, named area of test coverage.
Manage the defect/issue tracking process, including triage, prioritization, root cause coordination with technical teams, and resolution verification.
Coordinate test data management and test environment readiness with the technical delivery team.
Track and report test execution status, defect trends, and readiness metrics to the Program Manager and agency stakeholders.
Own go/no-go readiness assessments and formal UAT sign-off documentation ahead of cutover and go-live decisions.
Coordinate with the OCM Lead to ensure UAT participants are prepared, trained, and supported through the testing cycle.
Support post-go-live validation and defect resolution during the hypercare/stabilization period.
Maintain test documentation and audit-ready traceability from requirements through test execution, in line with federal reporting and compliance expectations.
Required Qualifications
7+ years of professional experience as a Test Manager.
Experience with both automated and manual testing of software applications.
Experience testing an Oracle ERP platform, with hands-on testing experience in the Time and Attendance module specifically required.
Background within a mid-size to large-scale professional services or consulting organization.
Experience consulting into government entities. Federal consulting experience is ideal; healthcare-sector consulting experience is considered a close second.
Experience building test strategies, test plans, and test cases mapped to business requirements for a large-scale system implementation or migration.
Experience managing defect tracking and resolution processes in coordination with technical delivery teams.
Experience coordinating UAT participation from business-side, non-technical end users, including scheduling, training, and support during test cycles.
Ability to hold a Public Trust clearance under HHS.
Bachelor's degree in a relevant field (Information Technology, Business, Computer Science) or equivalent professional experience.
Preferred Qualifications
Experience testing a legacy-to-cloud system migration or consolidation effort specifically, rather than a net-new implementation.
ISTQB certification or equivalent formal testing/QA certification.
Familiarity with test management tooling (e.g., Jira/Xray, ALM, qTest, or equivalent).
Familiarity with federal HR or financial system modernization efforts and associated compliance standards (FISMA, FedRAMP, Section 508).
