Staff Right of Way Specialist

Location: Glen Allen, VA

  • Pay Rate: $32.00 $45.00 / Hour (USD)
  • Travel Requirements: Approximately 40%; typically 1 2 days per month visiting courthouses in Virginia; travel may increase depending on project demands

Job Summary

The Staff Right of Way Specialist will perform various duties in the facilitation of land acquisitions, negotiations, property research, titles, and surveys. This includes performing permitting activities, construction coordination, and restoration on Right of Way projects in a variety of locations.

Note: Per role guidance, this is a specialized title research role with no responsibilities related to acquisition, permitting, or project coordination. The primary focus is deep title research and analysis, with a strong emphasis on solving complex title issues and working through incomplete or difficult records.

Key Responsibilities

  • Analyze, prepare, review, and interpret Land and Right of Way related agreements, deeds, easements, leases, permits, and licenses.
  • Research and collect real property related project documents.
  • Translate data from Right of Way documents into the stakeholder management database.
  • Perform quality assurance reviews of stakeholder management database entries from Right of Way field agents.
  • Present technical data to Right of Way project team.
  • Prepare and submit permit applications for the project team.
  • Prepare project status, technical, and acquisition reports for the project team and/or client management.
  • Responsible for document preparation and control, meeting agendas, and other various project related activities.
  • Assist with subcontractor management including reviewing contracts, invoices, and change orders.
  • Assist in presenting in public involvement meetings.
  • Perform project planning, budgeting, scheduling activities, and establishing critical project objectives within project parameters.
  • Ensure compliance with company and site safety policies.
  • Performs other duties as assigned.
  • Complies with all policies and standards.

Core Title Research Responsibilities

  • Conduct full title searches going back 60 125 years.
  • Analyze chain of ownership.
  • Identify and document conveyances, impacted parties, liens, and encumbrances.
  • Perform detailed title work from scratch rather than relying on existing policies.

Required Skills

  • Ability to read and understand title and appraisal reports and land surveys.
  • Demonstrated knowledge of general real estate law.
  • Demonstrated understanding of real estate title work.

  • Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
  • Must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
  • Proven experience performing deep, manual title research.
  • Ability to independently analyze complex title histories.
  • Ability to build title history from raw records and handle complex title issues without relying on existing policies.

Preferred Skills

  • Oil and gas title experience, as it typically involves more complex title work and prepares candidates well for this role.

Education Requirements

  • Bachelor's Degree in Business Administration or related field; applicable experience may be substituted for the degree requirement.
  • Valid driver's license required.
  • SR/WA designation preferred, or other certification from the International Right of Way Association (IRWA) preferred.
  • Real Estate Broker preferred, or Sales License preferred.

Required Experience

  • 4 years of Right of Way acquisition, relocation, and eminent domain experience, project management, and/or real estate experience preferred; or applicable experience may be substituted for the degree requirement.
  • 5 7 years of title research experience.

Nice-to-Have Experience

  • Oil and gas title experience.

Work Environment / Physical Requirements

  • Location: Richmond, VA (onsite required).
  • Role requires being onsite in Richmond to collaborate with the team.
  • Travel approximately 40%; typically 1 2 days per month visiting courthouses in Virginia; travel may increase depending on project demands.

Important Notes

  • This role is fully focused on title research, not broader Right of Way responsibilities.
  • Requires strong expertise in historical title tracing and independent research.
  • Success depends on the ability to build title history from raw records and handle complex title issues without relying on existing policies.
  • Candidates from mortgage/title plants or underwriting-heavy roles are typically not aligned with the level of title analysis required for this team, as these roles rely on existing title policies rather than creating new ones, work is usually localized and standardized, and exposure to complex title challenges is limited.
  • Interview process includes onsite interviews.
  • This is a long-term contract role.
  • This role is part of the ENS SMS initiative: 5 days PTO and paid holidays are offered on top of standard benefits. Candidates must be notified of this.
