General Job Information
Job Summary
This position is located in the Department of Public Works (DPW), Fleet Management Administration. The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe and attractive and accessible. The incumbent is responsible for road calls, towing, and tire repair services for all District government vehicles/equipment.
Duties and Responsibilities
Operates fifty (50) ton low boy with tracker and thirty-five (35) to (50) ton wrecker to low all types of mobile equipment and vehicles to and from operation areas, shops and repair facilities over the Washington Metropolitan area and interstate. Occasionally, must recover vehicles from embankments and rivers. The vehicles and mobile equipment being towed include loaded trash
trucks trash trucks weighing 10-12 tons, spit-hoppers weighing 81300 lbs., root or stump cutters, boom trucks weighing 24,500 lbs., tree sprayer trucks, loaders weighing 31,000 lbs., fuel trucks
ten (10) wheeler trucks (autocars) with snowplows on their fronts weighing 53,000lbs., etc. Before towing the boom trucks, the incumbent must slide under the trucks and use tools to remove the axles in order to avoid burning up the transmission. Deisel vehicles may require priming before they can be towed. If water is in the fuel of a vehicle, the incumbent must change the filter. Before towing vehicles with air brakes, the incumbent must use tools to bleed the brake lines. When vehicles with air brakes freeze, the incumbent must run air line from the town truck to the vehicle to be towed and use tools to back the brakes off in order to make all the wheels turn freely while in tow.
Checks the cargo of trucks being towed to ensure the cargo is secured to prevent shifting or falling while in transit and to make the load as even as possible to avoid the vehicle from swaying while in tow.
Qualifications and Education
High School Diploma or GED preferred.
Licenses and Certifications
The incumbent of this position is required to possess a valid Motors Vehicle Operators Permit, and a Commercial Driver''s License/Class A License.
Work Environment/Conditions
Medium too heavy physical effort is involved in lifting dolly wheels (average weight is 76lbs) off vehicles were mounted at shoulder height. The work requires frequent bending, reaching, stretching, climbing, crouching, lying, standing or sitting. Incumbent performs strenuous work when handling heavy chains, hooks, bars, tools, vehicle parts, etc., in making couplings between vehicles and tow equipment. Physical effort is also used in working various controls and hooking up service lines between the vehicles to be towed and the towing equipment.
The incumbent works outside in all types of weather, drives in all types of road and traffic conditions. Exposed to dirt, trash, grease, and fumes, and the possibility of cuts, bruises, sprains and broken bones and are exposed to the danger of serious accidents while looking up vehicles on the highways and while driving and towing large vehicles, some loaded with cargo.

Position Designation: The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.
Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
