Job Description

Chesapeake Public Works' Traffic Engineering Division is seeking a qualified, licensed Professional Engineer to support the City's traffic engineering programs and initiatives and assist the City Traffic Engineer with division leadership and management.

This is an opportunity to help shape the future of transportation in Chesapeake while addressing complex challenges involving traffic operations, safety, traffic signals, development review, and transportation infrastructure. The ideal candidate will be a strong communicator with a solid technical background in traffic engineering principles and practices. Municipal traffic engineering and/or traffic signal system experience are highly desirable.

This position may be filled at the Engineer III or Engineer IV level based on the selected candidate's qualifications and experience. Both levels will perform advanced professional traffic engineering work, with the Engineer IV assuming greater responsibility for program and staff management, policy development, and division leadership.

Key responsibilities include:

  • Assisting the City Traffic Engineer with the development and administration of Traffic Engineering Division programs, policies, projects, procedures, goals, and the annual operating budget, with increasing responsibility for program management and division-level decision-making at the Engineer IV level.
  • Supervising, mentoring, and providing technical guidance to professional and technical staff responsible for traffic safety studies, traffic investigations, and related engineering activities, including the evaluation and recommendation of traffic control devices.
  • Conducting and overseeing complex engineering studies and analyses and preparing technical recommendations and reports for the City Traffic Engineer and Director of Public Works.
  • Reviewing subdivisions, site plans, rezoning applications, maintenance of traffic (MOT) plans, and other development and roadway proposals for traffic operations, safety, and compliance with applicable requirements, including the Manual on Uniform Traffic Control Devices (MUTCD), Virginia Work Area Protection Manual, VDOT standards, City Code, and Chesapeake Public Facilities Manual.
  • Supporting the evaluation and improvement of the City's traffic signal system and other traffic management infrastructure, including oversight of signal timing and system optimization projects.
  • Participating in the identification, evaluation, and prioritization of transportation projects for the City's Capital Improvement Program (CIP) and assisting with the development of grant applications and other funding opportunities.
  • Advancing the City's transportation initiatives by addressing complex traffic-related concerns from residents, businesses, and other stakeholders; coordinating with City departments, regional agencies, consultants, and partner organizations; and representing the division on technical and regional committees.

Required Qualifications

VOCATIONAL/EDUCATIONAL PREPARATION: Requires a bachelor's degree in civil engineering or a closely related field.

SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver's license and a driving record that is in compliance with City Driving Standards. A Virginia Professional Engineer license is also required or a Professional Engineer license from another state with the ability to be licensed in Virginia within 12 months of employment under a reciprocity agreement. Additional State and/or City certification(s) may be required. The Virginia DEQ Certified Plan Reviewer and/or Program Administrator for SWM is required within 12 months of employment.

EXPERIENCE REQUIREMENTS:

ENGINEER III: In addition to satisfying the vocational/education standards, this class requires a minimum of five years of related, full-time equivalent experience.

ENGINEER IV: In addition to satisfying the vocational/education standards, this class requires a minimum of seven years of related, full-time equivalent experience.

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferred Qualifications

  • Broad experience applying traffic engineering principles and practices, including traffic operations, safety, traffic control devices, and engineering studies.
  • Experience with traffic signal systems, including signal timing, operations, and system optimization.
  • Experience in municipal or other public-sector transportation engineering.
  • Experience managing traffic engineering projects or programs and providing technical leadership, supervision, or mentorship to professional and technical staff.
  • Strong written and verbal communication skills, including experience communicating technical information to the public, elected or appointed officials, and other stakeholders.
  • Professional Traffic Operations Engineer (PTOE) certification is desirable
