About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Traffic Signal Technician in the Transportation Department. The Transportation Department supports the safe and efficient movement of people throughout the city. This position is responsible for maintenance and repair of City owned traffic signals, street lights, and related equipment.

Essential Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude

them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties

may be required and assigned.

  • Performs preventative maintenance activities for traffic signals, caution lights, pedestrian signals, and related

equipment; verifies signal functionality and operation is in compliance with signal plans; checks drainage and wire

splicing; inspects loop and microwave detectors and over-head span wires; examines and verifies correct voltages,

resistance for grounding, and continuity; cleans sign cabinets; and documents findings and changes. responds to

traffic control device outage calls; troubleshoots and repairs equipment; and completes work orders and requests

for maintenance.

  • Repairs or replaces equipment as needed, such as traffic controllers, detector amplifiers, load switches, relays, and

related equipment; troubleshoots, identifies, and repairs cabinet wiring and controller faults; assembles, adjusts,

replaces, and cleans traffic signals, broken wires, missing visors and other worn or faulty parts; repairs and replaces

electronic parts; identifies, transfers, and resolves conflicting timing issues and system communication errors;

adjusts signal timing, as needed; responds to traffic control device outage calls; and completes work orders and

requests for maintenance.

  • Performs related duties in support of department operations: marks underground utilities for signal and streetlight

installations; programs and installs radar speed feedback signs; downloads radar speed feedback data; performs traffic sign and road marking duties, such as designing and fabricating signs and installing and removing signs and pavement markings.

  • Maintains inventory of equipment and supplies: ensures adequate supplies to complete work assignments; initiates

requests for replacement supplies; receives and stocks incoming supply shipments; notifies supervisor of

equipment maintenance and repair needs; maintains inventory records, equipment logs, and supply lists; and

maintains reference material library of schematic diagrams and technical manuals for traffic control equipment.

  • Adheres to established safety procedures: monitors work environment and use of safety equipment to ensure

safety of employees and other individuals; flags and directs traffic and places markers, signs, and cones around

project/work site to ensure safety of crew and the traveling public; and follows safety practices and wears

protective gear; and initiates any actions necessary to correct deviations or violations.

  • Communicates with supervisor, other City employees, contractors, the public, outside agencies and organizations,

and other individuals as needed to coordinate work activities, review status of work, exchange information, or

resolve problems.

  • Processes a variety of documentation associated with department/division operations, within designated

timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains

as appropriate various forms, reports, correspondence, signal plans, diagnostic reports, malfunction reports,

inventory logs and records, speed feedback data, schematics, diagrams, and other documentation; compiles data

for further processing or for use in preparation of department reports; and maintains computerized and/or

hardcopy records.

  • Operates a variety of equipment and tools to complete essential functions, such as bucket truck, diagnostic testing

equipment, traffic signal controllers, hand tools, multi meter, electrical tools and equipment, or other tools and

equipment.

  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet,

database, Internet, e-mail, traffic management, or other software; and operates general office or other equipment

as necessary to complete essential functions.

Additional Functions:

Performs other related duties as required.

Education and Experience

High school diploma or GED required with some vocational or technical training in traffic signal maintenance or

electrical; supplemented by two years of experience in electronics maintenance and repair; or any equivalent

combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for

this job.

Specific License or Certification Required: Must possess and maintain a valid North Carolina driver's license. Must

possess and maintain a valid International Municipal Signal Association (IMSA) Traffic Signal Field Technician Level I

certification or obtain the certification within 180 days of hire.

Must possess and maintain a valid International Municipal Signal Association (IMSA) Traffic Signal Field Technician

Level II certification or obtain the certification within 1 year of hire.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential

functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary

to function effectively in the position.

algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions

furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or

modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving

evaluation of information against measurable or verifiable criteria.

ADA Compliance:

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving

some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and

which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight

(30-50 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors,

sounds, odor, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental

conditions, such as dirt, dust, pollen, wetness, humidity, rain, fumes, smoke, temperature and noise extremes,

heights, confined spaces, machinery, vibrations, electric currents, traffic hazards.
