Purpose of Job
The purpose of this job is to develop, coordinate, and conduct supervisory and skill-based training for employees of the Athens-Clarke County Unified Government. Duties and responsibilities include but are not limited to, designing, developing, and conducting on-going skill based training programs; assessing and analyzing training and educational needs of employees and making pertinent recommendations; and providing supervisory training.
Job Related Requirements
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Bachelors degree in Business Administration, Organizational Development, or related field with three years of training experience; or any combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid drivers license.
One year of computer training experience preferred.
Supervisory experience preferred.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Develops and delivers new training programs; revises existing training programs based on best management practices.
Conducts supervisory and skill-based training programs to include computer training.
Assesses organizational training and development needs by survey, interview, participant feedback, and on-going evaluation.
Researches, designs, and develops skill-based training materials, visual aids, and workbooks for use by all levels of employees.
Coordinates Athens-Clarke Countys functional training schedule; delivers two training calendars per year providing course descriptions, dates and times, and enrollment guidelines.
Coordinates Consultant led training.
Performs other duties as required.
Knowledge, Skills, and Abilities
Knowledge of the principles, practices, and procedures of the operations and functions of the Unified Government, and the operations and functions of the Organizational Development Department.
Knowledge of supervisory principles and practices, adult learning practices and techniques, and work methods.
Knowledge of training program development and needs assessment principles and techniques.
Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of and proficiency with computers.
Skill and experience in gathering information and presenting written materials, reports, and documents.
Skill in presenting training materials to diverse groups.
Ability to effectively communicate at a very high level, and interact with employees at all levels in the government.
Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.
Ability to use independent judgment and discretion in difficult situations.
Ability to use VCRs, video equipment, and various training aides.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, calculator, telephone, copier, VCR, video equipment, overhead projector, and motor vehicle. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to move around a training facility for extended periods of time while Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include various reports, training bulletins, and manuals.
INTERPERSONAL COMMUNICATION: Requires the ability to communicate at a very high level; the skill to present training programs to all employees, regardless of their educational level, and to motivate employees to apply the training information effectively on the job. Requires the ability to give/receive information and/or assignments.
LANGUAGE ABILITY: Requires the ability to read a variety of training manuals and materials, management policies, and informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare correspondence, training reports, assessments and materials using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people and/or before groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques, to acquire and be able to expound on knowledge of topics related to primary occupation, and to make independent judgments in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages including motivation, personnel, accounting, legal, medical, and marketing terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; and perform statistical calculations.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with visual aid and office equipment and tools.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using visual aides and office equipment, and while facilitating training. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer, printer, typewriter, calculator, telephone, copier, VCR, video equipment, overhead projector, training aides, and motor vehicle. Must have average levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of colors.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions which includes the ability to deal with differences in a training environment, and the ability to control a classroom setting so all class members have an opportunity to participate. Must be adaptable to performing under moderate stress when confronted with an emergency.
PHYSICAL COMMUNICATIONS: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sound by ear). Must be able to communicate via telephone and to speak before an audience.
