Bachelors degree. Two years of experience in developing and facilitating training programs is required. Additional experience in developing and facilitating training programs may substitute for the college education on a year for year basis.

The Training Specialist 3 is an advanced professional-level position within the Department of Transportation and Public Works. It is responsible for the analysis, design, development, coordination, delivery, and evaluation of administrative training and development programs for transit managers, supervisors, administrative professionals, and clerical support staff to maintain compliance with federal, state, local laws and regulations, and department policies, procedures, and training standards. The employee is responsible for determining departmental administrative training needs, planning new courses, revising existing courses, conducting formal classroom training, evaluating program content to ensure effectiveness, and acting consultative to management and supervisory staff on employee performance issues and development needs. The Training Specialist 3 partners closely with other DTPW Human Resources Division sections on County and department-wide human resource initiatives. Within the decentralized training structure, the employee provides administrative oversight and professional development training for DTPW Training Leads, Operations & Maintenance (O&M) Instructors, and designated On-the-Job (OJT) Facilitators reporting to DTPW O&M field training units. The employee must exercise a high degree of resourcefulness, judgment, initiative, and professional knowledge of educational and training theory, principles, and techniques in identifying needs, planning, advising management, as well as coordinating and evaluating training. Work is performed under the direction of the DTPW Training & Development Manager, who reviews work for technical adequacy and compliance with established policies and procedures and ensures follow-up activities are conducted.
