Overview

TRAINING SPECIALIST (MID) (LI2S)

Bowhead seeks a Mid-Level Training Specialist to join our team supporting the Program Management Office (PMO) for Logistics Integrated Information Solutions – Marine Corps (LI2S-MC) in Stafford, VA. The Training Specialist will work directly with the client analyzing complex and unique technical support assignments and lead or collaborate with engineers, cybersecurity personnel, logisticians, and program analysts within a scaled agile environment.

The Training Specialist conducts research necessary to develop/revise curriculum/training courses/programs; prepares appropriate training materials; works with software / computer programmers to develop computer training programs.

Responsibilities

  • Analyze and document product support strategies for life-cycle sustainment and the continuous improvement of product affordability, reliability, and supportability, while maintaining readiness. The contractor shall provide justification to alter or modify this strategy when necessary. The contractor shall support the logistics teams in planning and managing system supportability for the GCSS-MC/LCM Family of Systems (FoS) by determining design interface impacts, documenting strategies, developing plans (such as supportability, fielding, maintenance, and training plans), coordinating support for fielding and test events, conducting Integrated Product Teams (IPTs) for manpower, training, and supportability, assessing facilities and infrastructure, and conducting verification. The contractor shall also draft updates to logistics documents to support Independent Logistics Assessments (ILA) and program reviews.
  • Conduct a Front-End Analysis (FEA) for each new capability in accordance with MIL-HDBK-46855 and the MCSC Manpower, Training, and Personnel (MPT) Analysis Guidebook. The contractor shall ensure the FEA methodology aligns with Human Performance Technology (HPT) and Instructional Systems Design (ISD) models and meets the requirements of GEIA-STD-0007 for logistics product data and the GEIA-HB-0007 handbook and guide for logistics product data.
  • Support the GCSS-MC Manpower, Personnel, and Training (MPT) lead in creating an MPT analysis methods memorandum to be used for analyzing the MPT requirements for each system. The contractor shall develop the Job Task Lists (JTL) and Maintenance Task Lists (MTL) and perform the respective analyses for the system. Additionally, the contractor shall perform a training analysis for each new system or process in accordance with the MCSC MTP Analysis Guidebook (January 2013) and shall provide a completed draft of the Manpower, Personnel, and Training Analysis (MPTA) report.
  • Draft updates to the detailed Manpower, Personnel, and Training Plan (MPTP) for each new system or process in accordance with the current MCSC MPTP template. The updates shall be based on data from the approved Manpower Assessment Report (MAR) and include a list of systems and the anticipated results of MPT health assessments. The MPTP shall address detailed training requirements, facilities, delivery methods, and materials. It shall also specify the personnel skills, qualifications, knowledge, and abilities required to install, operate, maintain, train, and support the system. The MPTP shall provide a manpower estimate derived from the analysis results, which includes identified shortfalls and strategies to mitigate them. Finally, the MPTP shall include the results of the Human Systems Integration (HSI) analysis and strategies to address any discovered issues.
  • Develop and maintain a PMO Enterprise Training Portfolio course catalog in support of the Training team.
  • Support the GCSS-MC training team during the transition of curriculum from content development to formal classroom training throughout the USMC. This support shall include, as required by the government, attending Training and Education Command (TECOM) and stakeholder meetings, completing training documentation, and evaluating and developing training schedules, training plans, and product delivery.
  • Support the GCSS-MC training team by evaluating proposed technical changes to the GCSS-MC system and identifying impacts to current GCSS-MC PMO training products. The contractor shall also monitor, track, and report the status of required changes to these training products.
  • Update product support documentation, including product support plans, support analyses and strategies, trade-off analyses, support concept documentation, and de-militarization planning. The contractor shall also update logistics documents in support of the Independent Logistics Assessment (ILA) and program reviews.

Qualifications

  • BA/BS degree from an accredited college or university; MA/MS degree preferred.
  • At least six (6) years of professional experience including at least four (4) years of specialized experience supporting Manpower, Training, and Personnel requirements.
  • Experience with Navy or Marine Corps programs preferred with direct experience with Global Combat Support System-Marine Corps a plus.
  • Proven ability to work on high visible or mission critical aspects of a given program and performs all functional duties independently.
  • Ability to manage the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific task.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees, Government personnel, and other stakeholders.
  • Strong interpersonal skills, good judgment, and the ability to lead a team or perform independently.
  • Requires excellent communication skills both oral and written.

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
