About PMA
The Pacific Maritime Association (PMA) is a nonprofit organization that serves as the collective bargaining representative for approximately 75 shipping lines, stevedore companies, and marine terminal operators at ports throughout California, Oregon, and Washington.
PMA negotiates and administers labor agreements with the International Longshore and Warehouse Union (ILWU) on behalf of its member companies and administers payroll and certain benefits programs. PMA is headquartered in San Francisco, with offices throughout Northern California, Southern California, and the Pacific Northwest.
Position Summary
Under the direction of the Training Manager, the Training Supervisor coordinates, delivers, evaluates, and helps develop training programs for the ILWU longshore workforce. The position oversees training operations, ILWU trainer performance, student progress, and compliance with safety and regulatory requirements.
Essential Duties and Responsibilities
- Coordinate and deliver equipment training, including assigning instructors and students, tracking progress, administering performance evaluations, and maintaining training records.
- Schedule and coordinate skills training using available equipment and training resources.
- Collect and analyze workforce utilization data to support forecasting training needs.
- Assist in managing training budgets, expenses, and payroll for training programs, instructors, and trainees.
- Monitor instructor and trainee performance and travel to waterfront locations to conduct training and meet with member company representatives.
- Deliver and help develop General Safety Training and OSHA-related training programs.
- Maintain training manuals, testing procedures, visual aids, and other instructional materials.
- Train instructors on effective teaching methods, use of training equipment and simulators, testing procedures, and safety practices.
- Maintain current knowledge of industry trends, safety standards, training methods, accident prevention, and security practices.
- Prepare reports and training metrics to evaluate program effectiveness and trainee progress.
- Attend meetings, seminars, and industry events to support training initiatives and communicate program goals.
- Assist in developing and implementing technical training programs.
- Oversee facility organization, vendor coordination, and operational support across an expansive Pacific Northwest territory, spanning from the Columbia River corridor (Astoria, Longview, Vancouver, and Portland) down the Oregon Coast to Coos Bay
Required Knowledge, Skills, and Abilities
- Experience developing and delivering training programs to diverse audiences, including equipment operators, management, and large groups.
- Ability to interpret and apply technical information and regulations.
- Knowledge of OSHA Longshoring Regulations (29 CFR 1917 and 1918) and related training requirements preferred.
- Experience working in a unionized environment preferred.
- Knowledge of safety and training practices within industrial or maritime operations.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with Oracle or similar systems preferred.
- Strong analytical, problem-solving, communication, and interpersonal skills.
- Ability to work collaboratively and adapt to changing priorities in a fast-paced environment.
- Strong attention to detail and commitment to accuracy.
Education and Experience
- Bachelor's degree in a related field or equivalent combination of education and experience preferred.
- Maritime experience preferred.
- Must have strong presentation skills and the ability to teach a class.
- Training and/or adult learning is a plus.
- Maritime industry experience preferred.
- Experience using document management systems and business software applications.
- Valid driver's license required.
Work Environment
This position is based in Portland, Oregon, and requires regular travel to waterfront facilities and other training locations across the Pacific Northwest territory, spanning from the Columbia River corridor (Astoria, Longview, Vancouver, and Portland) down the Oregon Coast to Coos Bay. Employees are expected to work onsite Monday through Friday during normal business hours.
PHYSICAL DEMANDS
Must be able to work and sit at a computer terminal for an extended period.
Will be required to drive to various waterfront locations, walk around marine terminals, climb aboard ships and various cargo handling equipment, transport training material and travel to other locations.
Must be able to lift 50 lbs.
Must be able to crouch, bend and reach daily.
