The Montgomery County Volunteer Center, within the Office of Community Partnerships, mobilizes people and resources to deliver creative solutions to community challenges. We connect volunteers, nonprofit organizations, businesses, and government agencies to strengthen communities through service and civic engagement. The Volunteer Center serves as Montgomery Countys primary resource for volunteerism, helping residents find meaningful ways to contribute while supporting organizations that rely on volunteers to achieve their missions.

WHO WE ARE LOOKING FOR

The Montgomery County Volunteer Center is seeking an experienced professional to serve as a Senior Fellow Program Manager (Training & Support Manager). This position provides leadership for volunteer management training, organizational capacity building, volunteer support systems, and volunteer engagement resources that help community and government organizations effectively recruit, manage, and retain volunteers.

Working closely with the Volunteer Center Manager, the selected candidate will strengthen volunteer engagement practices across Montgomery County by developing training opportunities, supporting partner organizations, and improving systems that connect volunteers with meaningful service opportunities.

What Youll Be Doing

This position supports the Montgomery County Volunteer Center by leading the development, coordination, and delivery of training, technical assistance, and capacity-building resources that strengthen volunteer management practices across Montgomery County. The role centers on equipping nonprofit and government organizations with the tools, knowledge, and systems needed to effectively recruit, support, and retain volunteers while enhancing the overall quality and impact of community service.

Key responsibilities include, but are not limited to:

  • Develop, implement, and maintain a comprehensive volunteer management training program for nonprofit and government organizations.
  • Assess training needs and design learning opportunities that strengthen volunteer recruitment, engagement, retention, and recognition practices.
  • Facilitate workshops, presentations, and other training activities for volunteer managers and community partners.
  • Build and maintain partnerships with organizations seeking to expand their volunteer management capacity.
  • Lead administration and continuous improvement efforts for the Volunteer Centers volunteer database and online engagement platforms.
  • Support organizations and volunteers in effectively accessing and utilizing Volunteer Center technology, resources, and services.
  • Serve as a liaison between the Volunteer Center and partner organizations to strengthen collaboration and volunteer engagement efforts.
  • Coordinate volunteer initiatives and provide technical assistance to community and government organizations.
  • Support planning and implementation of countywide volunteer events, including the MLK Day of Service and Montgomery Serves Awards.
  • Contribute to strategic initiatives that advance equitable and inclusive volunteerism throughout Montgomery County.

This individual may also provide leadership for additional Volunteer Center programs and special projects as organizational needs evolve.

This is a temporary, part-time Senior Fellow position with no benefits.

  • Duration: 12 months. May be extended for up to an additional six (6) months, subject to program needs and approval.
  • Hours: Up to 600 hours annually.
  • Schedule: Approximately 11.5 hours per week, primarily in-person on Tuesday and Thursday.

Senior Fellow Program Managers serve at the discretion of the County Executive and are subject to budget availability, operational needs, and program continuation.

This position requires the ability to attend meetings or perform work at locations outside the office.

Work Schedule: Flexibility is required as program activities, community events, trainings, or outreach sessions may take place during evening or weekend hours.

Telework: This position may be eligible for limited hybrid telework, up to three days per week after the initial training period.

Minimum Qualifications

Experience: Seven (7) years of professional-level experience in volunteer management, training or curriculum development, or coordinating programs that support volunteer engagement.

Education: Graduation from an accredited college or university with a bachelors degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Medical Protocol: This position requires completion of a pre-employment Medical History Form and a drug screening to assess your ability to safely perform the essential duties of the role.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.

Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.
