Overall scope of the need:
Support delivery and ownership of Data Product Management initiatives within the CAO Data Analytics & Insights organization. The role will manage backlog prioritization, stakeholder alignment, feature definition, acceptance criteria management, data product value measurement, governance alignment, and Agile delivery execution.
Description Details:
Seeking an experienced Agile Data Product Owner to serve as the business authority for a defined data product area. Responsibilities include backlog ownership, feature and story refinement, stakeholder management, dependency coordination, PI Planning participation, governance alignment, data quality prioritization, and delivery acceptance. Candidate will work closely with Product Managers, Data Analysts, Technology teams, Data Governance teams, Control partners, and business stakeholders to deliver enterprise data capabilities.
What are the top skills needed and how will they need to use it?
1. Agile Product Ownership
Own and prioritize the product backlog, define/refine user stories and features, establish acceptance criteria, participate in Agile ceremonies, and accept completed work.
2. Data Product Management / Data Management
Translate business needs into data product capabilities involving data sourcing, ingestion, conformance, semantic modeling, metadata, lineage, data quality, reporting, and analytics.
3. Stakeholder Management
Facilitate alignment between Product Management, business stakeholders, technology teams, governance partners, and delivery teams while managing competing priorities and dependencies.
4. Jira & Agile Delivery Tools
Maintain backlog structure, feature/story traceability, dependency management, prioritization, reporting, and delivery readiness through Jira and Confluence.
5. Risk, Governance & Regulatory Compliance
Partner with Data Governance, Risk, Compliance, and Technology teams to ensure delivery aligns with policy, control, audit, and regulatory requirements.
What is nice to have (but not required) skill, experience, education, or certification?
1. Agile certifications such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), SAFe Product Owner/Product Manager (POPM), SAFe Agilist, or PMI-ACP.
2. Experience with enterprise data warehouses, cloud-based data platforms, reporting and analytics solutions, data governance programs, metadata management, lineage, and data quality capabilities.
3. Experience working in highly regulated environments requiring adherence to risk, compliance, audit, and policy requirements.
Is prior experience in financial services or previous employment with Client considered a requirement or an asset?
Asset, but not a requirement. Experience working in highly regulated environments such as banking, insurance, healthcare, or other compliance-driven industries is desirable.
Any specific Education/License Requirements:
Bachelor’s degree in Business, Information Technology, Computer Science, Data Management, Analytics, Engineering, or a related field preferred. Equivalent work experience may be considered. Agile certifications such as CSPO, PSPO, SAFe POPM, or PMI-ACP are preferred.
Day in the Life:
• Participate in Agile ceremonies including daily standups, backlog refinement, sprint planning, reviews, retrospectives, and Product Owner synchronization activities.
• Prioritize and maintain the product backlog.
• Partner with Product Managers to align backlog priorities with product strategy and roadmap objectives.
• Define and refine features, user stories, and acceptance criteria.

About this role
Client is seeking to fill a contingent worker role for an Agile Data Product Owner to support the Chief Administrative Office Data Analytics & Insights, Data Product Management team. This role will serve as the business authority at the product area level and will be responsible for shaping, prioritizing, and continuously refining the work needed to deliver trusted, governed, and business-aligned data products. The role will partner with Product Managers, data analysts, delivery teams, technology partners, governance stakeholders, and business customers to translate product strategy into executable features, stories, and acceptance criteria while ensuring work is transparent, sequenced, measurable, and aligned to risk, regulatory, and policy expectations. The role is an individual contributor position focused on product value delivery and backlog ownership.
In this role, you will
• Serve as the business authority for a defined data product area, including helping define, document, and prioritize software requirements and supporting appropriate SDLC deliverable approvals where applicable.
• Develop, evolve, and communicate the product area vision, priorities, goals, and strategy to key partners and stakeholders while obtaining feedback, managing risk, and ensuring regulatory and policy compliance.
• Partner with Product Management on the overall product intention map, product strategy, roadmap alignment, and prioritization decisions, ensuring the product area backlog reflects near-term delivery needs and longer-term strategic outcomes.
• Establish, communicate, and monitor product area goals, performance indicators, and value measures, including business value, delivery outcomes, customer/stakeholder outcomes, data quality outcomes, operational readiness, and risk/control considerations.
• Own prioritization of a clearly understood product area backlog aligned to product area vision, goals, stakeholder needs, and product strategy.
• Ensure all known work is added to the backlog and made transparent, including delivery work, discovery work, business readiness work, data quality/remediation work, governance work, dependency work, risk/control work, and operational readiness work.
• Define and refine features, user stories, business readiness stories, acceptance criteria, and supporting context so delivery teams understand the intended customer, business, data, control, and operational outcomes.
• Write clear, concise features and collaborate with delivery teams to refine features and stories into appropriately sized, testable, value-oriented backlog items.
• Validate completed work by accepting user stories after acceptance criteria and the definition of done have been met.
• Facilitate frequent collaboration between customers, stakeholders, Product Management, delivery teams, technology partners, governance partners, and other Product Owners throughout the product lifecycle.
• Coordinate with other Product Owners to resolve sequencing, prioritization, scope, and dependency conflicts across products, product areas, delivery teams, and shared data capabilities.
• Be available to the team to answer questions, clarify requirements, address escalated impediments, and support timely decisions that keep work aligned with value and risk expectations.

Required Qualifications
5+ years of digital product management, product ownership, Agile delivery, data product management, business analysis, data management, or equivalent experience demonstrated through one or a combination of work experience, training, military experience, or education.
