Description

Under supervision, the Transit Scheduler Technician analyzes and prepares complex regular and special transit operation schedules and related functions to include run-cutting, organizing all scheduled trips into assignments of operating personnel and vehicles. The incumbent will be responsible for assisting in the design, planning, and scheduling of fixed route bus service and related functions using statistical data and research to evaluate the efficiency and effectiveness of service, recommend modifications to service, driver runs, or assignments to improve service quality, and develops and analyzes service alternatives.

CLASS CHARACTERISTICS:

This is a single-position Operations support classification that works with minimal direction and broad latitude for independent judgment and decision-making; the incumbent is accountable for producing results and receives limited general supervision.

The Transit Scheduler Technician provides essential support in compiling data and completing research for planning studies, system restructuring, new service type studies, and feasibility analyses. The incumbent aids in aligning services and projects with District, local, regional, state, and federal objectives, focusing on outreach, coordination, research, analysis, and similar functions.

SUPERVISION RECEIVED AND EXERCISED:

This classification receives supervision from the Operations Division Manager and the Director of Operations and Planning. This classification does not supervise.

Technical Expertise in Functional Area: Knowledge and competence in successfully conducting assigned District and department work tasks, including familiarity with regulatory compliance requirements in the transit/transportation industry. Collaboration: Working collaboratively to effectively achieve department and District goals and objectives including completion of assigned projects consistent with department and District forecasts and projections.

Examples of Duties

The functions and duties listed herein represent the various types of work that may be performed. The omission of specific duties does not exclude them if the work is related. Management reserves the right to add, modify, change or rescind work assignments as needed.

Assist in coordinating and maintaining scheduling data, including route structures, bus stops, non-revenue time, minimum layover times, work rules, parameters, and other elements of the transit scheduling process.Gather public requests and stakeholder feedback for evaluating bus service, compiling data used in route performance statistics.Aid in designing new service or modifications to existing service based on collected data analysis.Assist in compiling data to evaluate service productivity, assisting Operations planning staff in developing new running times and adjusted schedules to respond to ridership trends including exporting data from scheduling software systems and interfacing with other systems.Assist in data management of fixed route schedules, production of timetables and driver schedules, and collection of performance data, including on-time data and passenger counts.Support the analysis and preparation of data, statistical reports, passenger counts, consumer complaints, and information from citizen groups to achieve more efficient and economic passenger service through efficient and effective scheduling.Provide assistance for planning studies, new service type studies, and feasibility analyses, aligning services and projects with agency, local, regional, state, and federal objectives through outreach, logistics coordination, research, analysis, and similar functions.Contribute to the development of Standard Operations Procedures.Report to work consistently, as scheduled, including occasional evenings, nights, weekends, and holidays.Perform related duties as required.

Typical Qualifications

QUALIFICATION GUIDELINES:

Any combination of experience and education that would likely provide the required knowledge, skills, and abilities to perform the duties and responsibilities of the classification is qualifying. A typical way to obtain knowledge, skills and abilities is as follows:

EDUCATION, TRAINING, AND/OR EXPERIENCE:

High School Diploma or GED. Associates Degree from an accredited college or university preferred. Bachelors Degree from an accredited college or university in logistics, planning, project management, computer science or a closely related field, highly desirable. Two (2) to three (3) years experience in scheduling, service planning, data management, or routing within logistics, transportation, transit, transit operations or operating within a transit/transportation environment. Possession of an applicable Bachelors Degree may substitute for one (1) year of experience. Internship experience (paid or unpaid) may be counted towards the related experience requirement.

REQUISITE KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the District bus routes and the City of Bakersfield and Kern County road networks.Knowledge of the principles, practices, and procedures of public transit planning and operations.Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization-specific software and ability to learn and become proficient in the use of other specialized software as may be required.Scheduling guidelines for compliance with agency policies and practices.Data collection and research techniques. Ability to work independently and with pre-determined deadlines.Ability to react calmly and quickly to emergency changes or modifications to routes or route conditions.Ability to clearly communicate and understand information in English orally and in writing.Ability to establish and maintain effective working relationships with co-workers, contract employees, customers, and the public.Ability to work irregular hours, which include nights, weekends, and holidays, and maintain regular attendance to ensure efficient and effective performance of job duties.Learn, understand, interpret, and apply rules, policies, and procedures. Collect data, perform accurate data entry; and prepare reports. Prepare schedule related files and tables. Must be proficient in the Microsoft Office software, to include Word, Excel, and Outlook.Requisite reading, mathematical and written language skills to perform the essential functions of the job.Maintain accurate records and prepare related reports. Establish and maintain effective working relationships with others and communicate effectively both orally and in writing.Use two-way radio system. Read, write, and comprehend spoken and written directions.Write clear and concise documents, correspondence and reports.Identify and analyze operational problems and implement changes.Establish and maintain effective working relationships and communicate effectively both orally and in writing, with those contacted in the course and scope of work.Make appropriate work-related decisions and independent judgments.Determine appropriate course of action in emergency or stressful situations.Operate a motor vehicle safely (when appropriately).

ESSENTIAL PHYSICAL TASKS & ENVIRONMENTAL CONDITIONS

The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work involves light to moderate work in an office setting. There is some exposure to the elements and potential exposure to infectious disease or personal harm when working outdoors. There is a frequent need to sit, to stand, to walk and occasional need to lift objects up to 50 pounds.

Tasks involve the ability to exert light physical effort in sedentary to light work but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light to moderate weight (25-50 pounds). There is frequent need to stand, sit, stoop, walk, and perform other similar actions during the course of the workday. Regular use of computer monitor and keyboard required.

Sit to operate the computer, and have telephone conversations. (F) Stand to operate the laminator and while working at the counter. (O) Walk to move from one office to another. (F) Squat to retrieve stored materials. (S) Twist upper body when setting up displays and when working at the desk. (F) Carry the display booth case (25 - 50lb box) in order to set up the booth - kneel, bend at waist, lift, pull, reach, hang materials. (O) Use pens and pencils to write - lift, grasp, push. (F) Operate the computer while reading written information. (F)

Crouch/stoop to pick up or move items/equipment from the floor, assist during an emergency or service disruption, retrieve supplies or access/inspect equipment under a workstation, etc. (O) Use a computer to produce documents - push keys. (F) Use a typewriter to produce written materials - push keys. (F) Use a copy machine to copy documents - insert, push. (F) Bend at the waist while lifting materials. (O) Talk on the telephone while taking notes or while working on the computer. (F)

Exposure to extreme cold, 40-60 degrees, up to 8 hours duration, during winter months if an operational situation calls for it. Exposure to extreme heat, 90-110 degrees, up to 8 hours duration, when working outside if an operational situation or outdoor event calls for it. (District requires employees to wear appropriate light clothing and to drink liquids to prevent dehydration). (O) Work outdoors to ride buses, attend District events, etc. (F) Work indoors to operate computer, use telephone and perform office and administrative functions. (F) See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents. Hear in the normal audio range with or without correction; hearing sufficient to utilize telephone and/or two-way radio equipment.

All Golden Empire Transit District employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec. 3100-3109). In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, GET employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.

As Disaster Service Workers, all Golden Empire Transit District employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.
