Position Details

Title: Transition Coordinator /Teacher Consultant

Qualifications:

  • Bachelor's Degree in special education or a related field from an accredited university;
  • Master's Degree from an accredited university;
  • Valid Michigan Teaching certificate;
  • Meet the requirements established by the Michigan Department of Education for Approval as a Special Education Teacher;
  • Meet the requirements established by the Michigan Department of Education for Approval as a Teacher Consultant;
  • Meet the requirements established by the Michigan Department of Education for Approval as a Transition Coordinator;
  • A minimum of 3 years of satisfactory teaching experience in special or vocational education at the secondary level; or a minimum of 3 years of satisfactory employment providing transition-related service to individuals with disabilities between the ages of 13-26 years.

Job Goal:

  • To oversee and coordinate transition practices throughout the Barry ISD district.
  • To ensure compliance with State and Federal guidelines pertaining to special education by assisting with the development, implementation, and monitoring of IEP compliance.

Essential Duties:

  • Transition Coordinator
  • Coordinate local Transition Council Meetings.
  • Represent BISD at Michigan State Transition Meetings.
  • Assist BISD constituent districts with Transition (providing information).
  • Ensure completion of grant requirements.
  • Community-Based Instruction Coordinator
  • Provide vocational counseling to participants at BISD West Learning Center.
  • Job development at school and community-based sites.
  • Job placement at sites.
  • Complete all paperwork for those placements.
  • Attend necessary IEP Meetings related to community-based placements.
  • Develop vocational placements (paid or unpaid) in the community in accordance with IEP language.
  • Provide consultation to job placement staff of constituent districts.
  • Coordinate services with community agencies (i.e., Michigan Career Development and Rehabilitation Services) as needed.
  • Meet with parents and/or attend IEP meetings for BISD and LEA students as needed.
  • Participate in the development and tracking of Personal Curriculums in the LEAs.
  1. Compliance Consultant
  • Knowledge of Federal IDEA regulations and State special education law and compliance procedures, and has expertise in the area of IEP process and procedures.
  • Answer questions about the use of Ed Plan, including problems and updates via email, phone, and personal conversations with professional staff, paraprofessionals, and administrators. Provides a 'friendly' local contact to support users.
  • Participate in PCG meetings for all aspects of EdPlan. This includes the annual meeting during summer break (in-person or virtual) and virtual meetings, including the IEP Forum, IFSP workgroup, MSDS reporting group, Medicaid update meetings, and compliance workgroup.
  • Provide updates to all staff when new information about program functions is provided from Ed Plan. Provide additional training as needed for program updates.
  • Monitor and support BISD, Hastings, and Delton for data needed to report special education count data via PowerSchool for three count reports, including October, February, and June, and provide guidance for the collection of Caseload Worksheet Bs 2x/yr.
  • Support Administrative support staff to use EdPlan as needed. This includes using new features and problem-solving as needed.
  • Monitor PowerSchool data upload from the BISD, Hastings, and Delton to EdPlan. This includes daily emails to monitor and respond if needed when data does not upload. Work with BISD, Hastings, and Delton Kellogg IT as needed to ensure the update is applied accurately.
  • Meet with the Special Education Director and Special Education Supervisor as needed to review IEP compliance issues.
  • Communicate with PCG representatives regarding program issues, requests for Barry updates when options are available, and suggestions from all users to PCG.
  • Monitor IEP compliance, create IEP procedure/policy guidance documents, and provide technical assistance and professional development services to BARRY ISD and LEAs.
  • Assists BISD and LEAs with the state testing of students with disabilities to ensure all students with disabilities test and receive their allowable accommodations.
  • Collaborates with the Special Education Director and Supervisor to determine professional development needs for both the special education department and the full staff.
  • Investigate and research law when complicated questions arise when Special Education compliance items arise and collaborate with the ISD's Directors and Supervisors for guidance.
  • Support the Special Education Administration with all Special Programs Audits.
  • Review IEPs regularly for compliance and report weekly on compliance/non-compliance tracking.
  • Meet with teachers to review their IEPs/compliance.
  • Support 1% CAP paperwork, ensure activities are completed throughout the year.
  • Allow staff to answer questions and coach on IEP processes.
  • Support completion of work related to Catamaran Releases throughout the year.
  • Collaborate with the Transition Coordinator on the B-13 yearly audit.
  • Support the completion of Corrective Action Plans and Remediation Plans for all audits where required.
  • Serve as McKinney-Vento Liaison and ensure BISD is compliant with State regulations

Reports To: Special Education Supervisor/Principal

Evaluation: Performance of this job is evaluated in accordance with the provisions established by the Administration.

This is a full-time, certificated position within the professional staff bargaining unit, in accordance with the BIEA Collective Bargaining Agreement.
