Job Description
An employee in this position is responsible for the collection of statistical and expenditure data necessary for maintaining a daily, monthly, and annual record of the operation cost of a county school transportation system.
Work in this position involves responsibility for maintaining an automated system for all records pertaining to cost, operation and maintenance of school buses, service trucks and other local vehicles.
Work also involves responsibility for administering a computerized (automated) inventory system; ordering, receiving, storing, and issuing of inventory items which consist of repair parts, tires, vehicle fuels, and other necessary supplies. The operation of the automated inventory is designed to regulate and locate inventories, thereby reducing obsolescence and overstocking of inventories.
Work is performed in accordance with established State and Local rules and regulations. This position involves statistical budget data preparation for funding request from State and Local Boards of Education.
An individual in this position is required to exercise initiative and judgment in setting up established procedures and interpretations of new instructions and guidelines.
Essential Job Functions
- Maintains daily automated accounting system for all cost such as; gasoline, diesel fuel, grease, antifreeze, repair parts, tires, supplies, and labor on each individual vehicle state and local which is served through and by the school bus garage staff.
- Maintains a daily automated inventory system for all inventories: items ordered, received, stored, and issued.
- Maintains daily automated statistical record keeping for all state and local board required reporting such as mileage records, bus driver information, students transported, service calls, etc.
- Develops all monthly and annual state and local board required transportation statistical studies and accounting reports.
- Examines all invoices to assure that they are in accord with deliveries, and invoices are correct before being paid.
- Communicates and coordinates billing and payment with the local finance officer.
- Develops extensive monthly and annual reimbursement reports for transportation refund to NC Department of Public Instruction.
- Maintains detailed expenditures and encumbrance records for daily, monthly, and annual reporting.
- Maintains general daily school bus office functions such as; order supplies and forms, make application for license and titles for new vehicles, typing memos, filing, etc.
- Maintains bus driver personnel files.
- Maintains DOT Drug and Alcohol Testing Program.
- Assist transportation director with any specialized reporting requests from state and local boards as assigned.
- Performs related duties and responsibilities as required.
Knowledge, Skills and Abilities
- Knowledge of basic computer operations, including popular computer-driven word processing and spreadsheet programs.
- Ability to use BSIP, LINQ, Homeland Security, and department specific programs.
- Ability to use all office equipment.
- Ability to understand and follow written and oral instructions.
- Ability to manage a computerized inventory and accounting system.
- Ability and knowledge to identify and cross-reference repair parts through the use of catalogs, computer, and physical inspection.
- Ability to maintain effective working relationships with other employees.
- Ability to express ideas effectively orally and in writing.
- Ability and knowledge to develop statistical reports and extensive transportation budget projections.
- Ability to exercise tact and courtesy in contact with School System, County and State personnel, and the general public.
Qualifications
Two-year associate degree preferable or equivalent combination of education and experience in computer science, accounting, budget management, business, inventory management or related field.
Must hold or obtain within 90 days of employment a North Carolina Class B Commercial Driver License with Passenger and School Bus endorsements.
