Job DescriptionTransportation Engineer III, IV – Materials and Tests Division (2601493).The Materials and Tests Division (MTD) delivers statewide service and technical expertise in materials quality and technology to support the Texas transportation system. MTD includes sections and labs such as Quality Assurance, Structural Materials Operations, Structural Materials Field/Engineering, Coatings, Calibrations, Traffic Materials, Flexible Pavements, Asphalt Binder, and Rigid Pavement and Concrete Materials.Positions available: Transportation Engineer III , B26 – $72,530 to $129,430 per year, and Transportation Engineer IV , B27 – $84,182 to $142,374 per year.Job DetailsWork locations: Stassney HQ – Lab 6230 East Stassney Lane, Austin, TX 78744. The position requires 25% travel.Schedule: 40 hours per week, primarily day shift, onsite location flexibility limited.Pay Basis: Yearly. Ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work independently to establish priorities and meet objectives, with minimal supervision.Evaluate performance of new transportation products.Interpret maintenance standards, rules, methods, procedures, practices, and policies.Investigate material failures or fabrication problems; review test data and assist in determining causes.Serve as a lead worker and coordinate related tasks.Perform engineering analysis of statewide material conditions and develop reports.Write reports, specifications, and test procedures.Lead and train professional and administrative staff.Monitor consultants and contractors for quality, invoicing, compliance, and progress.Provide assistance and technical support to districts, divisions, and FHWA on bridge maintenance and other matters.Disseminate information on innovative and experimental technologies to department personnel.QualificationsEducation: Bachelor's Degree in engineering or related science. Higher degrees accepted if approved by TX PELS.Experience: Full‑time or prorated part‑time equivalence. Graduate level education may substitute experience on a year‑per‑year basis.Licenses and Certifications: Valid driver's license required. Licensed Professional Engineer: if licensed in another U.S. state, must obtain Texas license within six months of hire and sign an agreement.Knowledge of government programs affecting highway and transportation development.Research and analysis methodologies.Public relations skills for maintaining effective internal and external relationships.Planning, assigning, directing, coordinating, and reviewing work of staff.Leadership, review, and monitoring of others' work.Evaluation of products, equipment, and materials.Standards and specifications for bridges and other transportation structures.Risk analysis procedures and methods.Budgeting methods and procedures.Planning, coordinating, and handling multiple projects within the area of responsibility to meet deadlines.Training in classroom, office, or field environment.Physical RequirementsExposure to extreme cold ( 100°F) for extended periods.Exposure to noise and vibration.Required protective gear: respirator, hard hat, or similar.Light physical work: lift up to 20 lbs and frequently lift or carry objects up to 10 lbs.Standing and walking for prolonged periods, including moving between work sites.Close visual acuity for inspecting small defects or parts.Pre‑employment physical assessment required.Must pass a drug test prior to employment for safety‑impact positions, including random testing.
