General Definition of Work Non-Exempt

Performs intermediate skilled administrative support work providing human resources functions for the department, acting as the personnel liaison between human resources staff and the department, providing ongoing training, counseling and management advice to supervisors, and related work as apparent or assigned. Work is performed under the general direction of the Director of Transportation.

Qualification Requirements

  • Bachelor's degree in human resources, or related field preferred.
  • Considerable experience as a human resources generalist, or equivalent combination of education and experience.

Knowledge, Skills and Abilities

  • Thorough knowledge of personnel policies and procedures relating to school employees.
  • Thorough knowledge of the applicable local, state and federal laws, rules, regulations, practices, policies and procedures relating to human resources management, the review and processing of applications and personnel related information and files.
  • Thorough knowledge of standard office procedures, practices and equipment; ability to operate standard office equipment and related hardware and software.
  • Ability to learn specialized equipment and software based on district needs.
  • Ability to maintain records and to prepare reports.
  • Ability to establish and maintain effective working relationships with associates and the general public.
  • Ability to speak clearly and operate a two-way radio.

Reports to Transportation Director

Essential Functions

  • Acts as the department specialist and liaison for human resources matters including recruiting, hiring, orientation, disciplinary action, training and related ongoing human resources services.
  • Manages and develops training requirements for the department with direction from management.
  • Provides employee relations assistance to the department; coaches and counsels supervisors; prepares and forwards personnel action correspondence and documentation.
  • Establishes and maintains appropriate related records, reports and files.
  • Monitors and assists planners and managers with employee absenteeism and disciplinary actions reports.
  • Serve as an active member of the Accident Review Committee.
  • Conducts new employee orientation, schedules CDL road training and counsels' employees on CDL renewal process and CCS Physical Standards Administration.
  • Creates and maintains an approved CCS driver status list.
  • Composes and writes letters relating to HR issues.
  • Oversees Workman's Compensation for the transportation department.
  • Reserves and schedules CDL training classes with NC DMV.
  • Collects and compiles driver data from planners for the CCS Safety & Performance Incentive Program.
  • Performs special projects and research as directed by the Director of Transportation.
  • FMLA Liaison with the HR department.
  • Performs other related tasks as assigned.

Physical Requirements

  • This work requires the occasional exertion of up to 10 pounds of force.
  • Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a quiet location (e.g. library, private offices).
